About Us
The University System of Georgia (USG) is comprised of 25 higher education institutions as well as the University System Office (USO). Within the USO, our administrative operations are primarily housed in the Trinity Washington Building located in downtown Atlanta. Our Information Technology Services (ITS) division is located in Athens. The University System of Georgia Shared Services Center (SSC) is located in Sandersville. The Georgia Public Library System is located in Atlanta. The Georgia Archives is located in Morrow. The State of Georgia Records Center is located in Austell.
Location
This is an in-office position requiring on-site work five days per week at our Information Technology Services (ITS) Athens office, located at 2500 Daniells Bridge Road, Athens, GA 30606.
Remote and hybrid work arrangements are not available for this position.
Job Summary
This is a senior professional level position responsible for the analysis of complex business problems and assessing how information systems can be utilized to address them. This position effectively documents and supports the structure and functions of extremely complex administrative applications and services for other managers and institutional personnel to insure that the systems continue to operate smoothly even while modifications and enhancements are being made.
Under general supervision of the Manager of the application area, coordinates and leads the activities of a group of subject matter experts (SME) for life-cycle enhancement and support of a number of projects associated with the delivery of a supported application service and its integration with other enterprise applications. The position generally possesses authority to coordinate work of the "Business Systems Analyst" and "Business Systems Analyst Entry Level" positions and instruct respective positions in specific techniques or technical methods for accomplishing work assignments or projects.
The position may serve as project leader on special projects and works with the management team and other team members to develop common standards and procedures for program and data maintenance and enhancements of the assigned projects, including quality assurance and testing procedures. Tasks are varied in nature and often time critical. The customer base and the service environment are complex. Identification of and adherence to IT best practices and standard operating procedures for service area are important, however, flexibility in meeting the needs of customers is also a key consideration. Responsibilities
Essential Duties and Responsibilities

Guide, advise, coordinate and assist in prioritization of team member efforts.

Provide extended functional and technical support to multiple Administrative Services projects.

Analyze complex or previously unknown application issues requiring high-level business expertise and analysis.

Analyze requirements, design and assist in development of solutions to meet business requirements.

Document functional requirements, system design specifications, use cases, workflow diagrams, and interface designs.

Provide 24/7 on-call rotational support of applications.

Coordinate the development of custom solutions, fixes, patches and security.

Coordinate and implement testing strategy, system testing and lead institutional constituents in user acceptance testing.

Recommend and support enhancements to change control process and associated tools to fully document and manage application changes.

Review, provide content and identify areas that require change for end user documentation (i.e. Business Process, training, Known issues, release notes, etc.).

Provide end user and team training.

Facilitate inter/intra departmental task and communication.

Participate and lead inter/intra departmental business process improvement initiatives.

Collaborate with stakeholders to ensure that supporting application and system changes and updates are implemented correctly and any integration issues are addressed and discussed with management promptly.

Understand interdependencies within application module and components.

Understand integration points and interdependencies of administrative applications and supporting systems.

Mentor team members to enhance technical and functional skills of team.

Create and submit weekly status reports.

Other duties as assigned.
Supervision

Leads and coordinates activities for a team of non-supervisory employees.
Leadership

Maintain a consistent, high quality, customer-focused orientation when developing and supporting services for both internal and external users.

Communicate with customers and obtains all required information necessary to determine and address their specific needs; tactfully explain how organizational application functionality apply to them.

Provide clear, accurate information; explain procedures or materials or provide supplemental information; anticipate problems and questions.

Maintain a working knowledge of current trends and developments in the service area and information technology by reading appropriate publications and attending related seminars, conferences, etc.

Attend relevant training seminars as permitted by workload and budget constraints.

Participate in organization or system-provided training regarding changes in rules and regulations.
Project Management

Participate and jointly lead mid-size to large application or system related projects.

Defines and/or reviews project proposals in determining scope, time frame for completion, steps required for completion, staffing requirements, and allotment of available resources to various phases of project to ensure successful completion.

Coordinates activities of project team on an inter- and intra-departmental basis as required.

Coordinates project activities with activities of government regulatory or other governmental agencies as required.

Assigns tasks to project members and monitors progress.
Communications

Requires good interpersonal communication skills to effectively present information and respond to questions from groups of managers, clients, customers and the general public.

Good written communication skills are also required for writing reports and business correspondence.

Ensures users/customers are kept informed as required.
Required Qualifications

A Bachelor's Degree or equivalent and at least five (5) years job related experience or any equivalent combination of education and experience is required to perform this job

Must be able to work on a schedule that includes nights, weekends or holidays when required to address escalated issues.

Ability to comfortably work in a fast paced, often ambiguous and event driven environment
Preferred Qualifications

Solid understanding and progressive work experience as a functional analyst supporting a complex human resources information system

Minimum of two (2) years of current, hands-on experience working with a complex human resources application or an integrated third-party solution from a functional perspective

System application upgrade and implementation experience

Ability to analyze SQL scripts that will be run against the Oracle database

Ability to explain functional concepts to the business Stakeholders

Ability to work with diverse groups within the University System

Ability to work with customers in gathering requirements
