Position Overview/Duties
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in competitive service.

Position Overview
Within the Program and Project Management Division and under the supervision of the Chief, Civil Project Management Office, the Civil Works Project Manager serves as the District Commander’s primary representative for complex engineering projects. The incumbent manages, coordinates, and executes assigned projects across diverse geographical areas. This role requires controlling key project parameters—scope, budget, and schedule—while leading Project Delivery Teams and managing stakeholder relationships to safely deliver District objectives in compliance with USACE standards.
Duties
• Project Planning & Execution: the incumbent oversees the project life cycle from inception to completion. This involves defining scopes, developing Project Management Plans (PMPs), allocating resources, managing risks, and tracking execution to ensure milestones are met on time.
• Team Leadership & Coordination: the incumbent leads diverse, multidisciplinary PDTs, including contractors and specialists in planning, engineering, construction, and environmental disciplines. They drive interdisciplinary communication, foster collaboration, and resolve complex technical or political issues.
• Financial Oversight & Control: the incumbent manages the project budget, including cost estimating, expense tracking, and reporting. They execute robust change and risk management to proactively prevent budget overruns and schedule slippages.
• Stakeholder & Customer Relations: the incumbent serves as the primary district liaison with sponsors, customers, and government agencies. They manage expectations, resolve external issues, and maintain productive, positive relationships.
• Quality & Compliance: the incumbent ensures strict adherence to safety regulations. They implement quality control and assurance processes to guarantee deliverables meet technical standards and comply with USACE policies and federal regulations.

Certification
The incumbent is required to obtain CDP PM Level 1 within two (2) years upon entering into duty.
Minimum Education Requirement
• General Engineer:
To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
• General Physical Science:
P hysical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

• This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or its possessions to operate vehicles.
