Job Title: Project Scheduler - Earned Value Management Specialist
Job Description
This role focuses on creating, developing, and maintaining complex, resource-loaded project schedules and implementing robust Earned Value Management (EVM) systems for a highly technical organization. The Scheduler / EVM Specialist uses industry-recognized best practices, advanced scheduling tools, and performance standards to support project planning, cost analysis, risk management, and enterprise-wide schedule integration. This position offers the opportunity to contribute as a technical expert, mentor junior team members, and grow into a future management role within a growing team.
Responsibilities
• Create, develop, and maintain detailed resource-loaded project schedules in alignment with industry-recognized best practices of schedule management, performance work statements, technical proposals, and work breakdown structures.
• Utilize Primavera P6 scheduling software for both basic and advanced scheduling functions to support project tracking, traceability, and performance measurement.
• Design and deploy Earned Value Management (EVM) systems for complex technical and engineering projects, particularly in high-reliability environments.
• Perform hands-on EVM tasks, including earned value analysis and tracking, to support project cost analysis, performance measurement, and risk management in accordance with recognized EVM standards and EVMS tools.
• Develop and maintain schedule baselines and establish logical connections between individual project schedules and broader enterprise-wide development schedules.
• Collaborate with technical engineering and non-technical stakeholders to collect progress and performance updates and keep schedules accurate and up to date.
• Conduct schedule analysis, including critical path and float analysis, assessment of near-critical activities, what-if scenario analysis, and schedule variance analysis, and prepare clear, actionable reports as requested.
• Perform schedule health checks and audits using industry-recognized best practices and policies, such as the DCMA 14-Point Assessment and GAO guidance, as well as internally developed evaluation criteria and scorecards.
• Analyze schedule impacts to support risk management, issue management, and change management processes, including assessing the effect of changes on critical paths, milestones, and overall project timelines.
• Support detailed technical reports and proposal efforts by contributing to work breakdown structure development, schedule development, and cost and resource analysis and projections.
• Conduct schedule management training sessions and briefings to educate stakeholders on schedule analysis, best practices, and EVM-related concepts as needed.
• Provide feedback, coaching, and guidance to junior team members and progressively take on responsibilities that support managing and developing more junior staff.
• Apply understanding of schedule impacts within industries such as DOE, DoD, or nuclear fleet environments, where applicable, to enhance schedule realism and risk assessment.
Essential Skills
• Extensive experience maintaining, creating, and modifying project schedules for complex engineering development projects in accordance with standard scheduling practices.
• Significant hands-on experience designing and deploying EVM systems for complex scheduling applications, ideally in high-reliability industries.
• Proficiency in Primavera P6 scheduling software, including both basic and advanced functions for project tracking and traceability.
• Experience with Earned Value Management methodologies, processes, and policies, including practical application of EVM analysis and reporting.
• Experience utilizing industry-recognized best practices in schedule management and schedule health-check or audit processes.
• Experience with scheduling management tools such as Primavera P6 and Microsoft Project.
• Bachelor’s degree in Management, Business, Engineering, Science, or another technical discipline.
• Typically fifteen or more years of experience in schedule management, project management, or closely related industry roles.
Additional Skills & Qualifications
• Experience applying schedule health-check and audit frameworks such as DCMA 14-Point Assessment, GAO guidelines, or similar evaluation criteria.
• Experience or familiarity with DOE, DoD, or nuclear fleet industry elements and their impact on schedule management is highly desirable.
• Experience working with enterprise-level schedules that integrate multiple complex projects and workstreams.
• Ability to develop and deliver schedule management training and presentations to diverse technical and non-technical audiences.
• Strong collaboration skills for working with engineering and non-engineering stakeholders to gather data and maintain accurate schedules.
• Interest in and aptitude for mentoring junior team members and evolving into a management or leadership role within a growing team.
Work Environment
This position is based in an office environment. You will work extensively with scheduling and project management tools such as Primavera P6 and Microsoft Project, as well as Earned Value Management systems and related analysis tools. The role involves regular interaction with technical engineering staff and non-technical stakeholders, participation in meetings and reviews, and preparation of reports and presentations in a professional office setting.
Job Type & Location This is a Contract to Hire position based out of Rockville, MD.
Pay and Benefits The pay range for this position is $66.00 - $84.00/hr.
