TITLE: Director of Information Technology
REPORTS TO: Assistant Superintendent / Chief Academic Officer
GENERAL DEFINITION OF WORK:
This position is responsible for providing a wide range of complex professional, technical, and analytical services to administrators, teachers, and other staff members within the division. Certifications with Cisco, PowerSchool, Microsoft applications, Network+, or A+, and any other technical certifications are a plus, but not
required. Experience with WAN/LAN, wired and wireless technologies is needed.
ESSENTIAL FUNCTIONS:
Leadership and Strategic Planning
• Provides leadership in developing and implementing a comprehensive division-wide technology plan aligned with instructional goals, operational priorities, and Virginia Department of Education initiatives.
• Leads long-range planning for infrastructure modernization, cybersecurity readiness, instructional technology integration, and digital transformation initiatives.
• Advises division leadership on emerging technologies, best practices, risk management, and technology-related policies and procedures.
• Develops, implements, and evaluates technology standards, procedures, and operational protocols.
• Collaborates with instructional leaders to support innovative teaching, learning, assessment, and student engagement through technology integration.
• Promotes equitable access to technology resources and digital learning opportunities for all students and staff.
• Coordinates disaster recovery planning, business continuity procedures, and emergency technology response efforts.
Infrastructure, Network, and Systems Administration
• Oversees the administration, maintenance, monitoring, and security of the division’s network infrastructure, including wired and wireless networks, internet connectivity, switching, routing, firewalls, VPNs, cloud services, and telecommunications systems.
• Directs the management and support of servers, virtualization platforms, storage systems, backup systems, and enterprise-level infrastructure.
• Oversees the deployment, maintenance, lifecycle management, and inventory control of student and staff devices, peripherals, and classroom technology.
• Ensures reliability, scalability, and performance of all technology systems and services.
• Oversees Voice over IP (VoIP) systems, telecommunications infrastructure, emergency communication systems, and related technologies.
• Coordinates vendor services, maintenance agreements, warranties, and contracted technology support.
Cybersecurity and Data Privacy
• Leads the division’s cybersecurity efforts, including risk assessment, threat mitigation, endpoint protection, network security, access control, and incident response planning.
• Develops and enforces technology security procedures and data governance practices consistent with FERPA, COPPA, CIPA, HIPAA (where applicable), and Virginia state requirements.
• Oversees cybersecurity awareness and digital safety training for employees and students.
• Monitors compliance with data privacy agreements and security standards for instructional and operational software systems.
• Coordinates responses to cybersecurity incidents, technology outages, and data breaches as necessary.
Instructional Technology and Student Information Systems
• Supports the effective integration of instructional technologies, digital resources, online learning platforms, and assessment systems across the division.
• Oversees administration and support for student information systems, learning management systems, assessment platforms, special education software, finance systems, human resources systems, and other enterprise applications.
• Collaborates with instructional staff to support online testing, digital assessment initiatives, and technology-enhanced instruction.
• Provides leadership for instructional technology initiatives that support student achievement, accessibility, personalization, and blended learning environments.
• Ensures accessibility and assistive technology supports are available in accordance with student and staff needs and applicable laws.
Data Management and Reporting
• Oversees data integration, reporting systems, database management, and information accuracy across division platforms.
• Supports state and federal reporting requirements through accurate collection, analysis, and submission of technology-related and student data.
• Develops and maintains reports, dashboards, and data tools to support operational and instructional decision-making.
• Collaborates with division departments to improve data quality, efficiency, and interoperability between systems.
Budgeting, Procurement, and Compliance
• Develops and manages the annual technology budget in alignment with division priorities and strategic goals.
• Oversees procurement of technology equipment, software, licensing, and contracted services in accordance with local, state, and federal purchasing regulations.
• Coordinates E-Rate applications, technology grants, and other funding opportunities.
• Maintains accurate technology inventory and asset management systems.
• Evaluates technology purchases and services for effectiveness, scalability, sustainability, and instructional value.
Personnel Management and Professional Development
• Supervises and evaluates technology department personnel, including network administrators, technicians, instructional technology staff, and other assigned employees.
• Establishes performance expectations and provides coaching, mentoring, and professional growth opportunities for staff.
• Coordinates technology training and professional development for employees across the division.
• Supports administrators, teachers, and staff in the effective use of technology systems and digital tools.
• Fosters a collaborative, customer-service-oriented technology department culture.
Knowledge, Skills, and Abilities
• Extensive knowledge of K–12 technology infrastructure, networking, cybersecurity, cloud services, and enterprise systems.
• Knowledge of instructional technology practices, online learning environments, student information systems, and digital assessment platforms.
• Knowledge of applicable federal and state laws related to student data privacy, accessibility, and technology compliance.
• Ability to lead large-scale technology initiatives and manage multiple priorities effectively.
• Strong analytical, organizational, budgeting, and project management skills.
• Strong interpersonal and communication skills with the ability to collaborate effectively with diverse stakeholders.
• Ability to troubleshoot complex technical issues and implement effective solutions.
• Ability to maintain confidentiality and exercise sound judgment.
EDUCATION and JOB EXPERIENCE:
• Bachelor’s degree in Information Technology, Computer Science, Educational Technology, Information Systems, or a related field required.
• Master’s degree in Educational Leadership, Information Technology,
• Cybersecurity, or related field preferred.
• Minimum of five years of progressively responsible experience in technology systems management, network administration, or educational technology leadership preferred.
• Experience in K–12 education technology environments preferred.
CONTRACT PERIOD: 12 Months
