BOROUGH OF WYOMISSING POSITION DESCRIPTION: ADMINISTRATIVE SUPPORT The Borough of Wyomissing is seeking an Administrative Support professional who will perform a variety of administrative and customer service tasks within Borough Hall. An employee in this position is required to be proficient in Microsoft Office and general office skills including, but not limited to: typing, filing, word processing, spreadsheets, handling of telephone calls and voicemail system and managing direct inquiries from the general public. The position will also require working on special projects, creating and generating reports, and creating and maintaining spreadsheets and/or databases as needed. This position also occasionally functions as the first point of contact for members of the public, vendors and others who come to Borough Hall or who contact the Borough via telephone, or email. Employee must have excellent customer service skills and the ability to interact in a professional and courteous manner at all times even in situations that may be stressful and when dealing with customers who may be upset. The ability to work with a diverse population with sensitivity and professionalism is a requirement. The ability to multi-task, work effectively as a team member, working independently, exercising sound judgment in day-to-day interactions, flexibility in adapting to varying work tasks and assignments and completing work requiring a high level of attention to detail and accuracy is critical. Additionally, the employee will at times be privy to confidential information and it is of the utmost importance that complete confidentiality of sensitive personnel, resident, and/or health related information be maintained. LEVEL OF SUPERVISION/SUPERVISORY RESPONSBILITIES : Work is performed under the specific guidance of the Borough Manager and/or Borough Secretary. ESSENTIAL DUTIES AND RESPONSIBILITIES : (includes but is not limited to the following): Regularly process various types of submitted commercial and residential permits according to Borough guidelines, and submit to the third-party permit processing agency for further processing Coordinate permit numbers with the third-party permit processing agency to ensure continuity of numbering Problem-solve permit related issues with the applicant and/or third-party permit processing agency Upon permit approval, input data into the permit software and call applicants to facilitate permit pick up. Utilize the filing system until permits are picked up by the applicant. Follow up with applicants if permits have not been picked up Occasionally mail and process rental permit applications, and submit to the third-party permit processing agency. This also includes follow-up phone calls to rental permit questions, as well as data entry for tracking purposes Frequently answer and resolve trash, recycling, and yard waste related questions and concerns; email or call the respective hauler to rectify any situations Request trash, recycling, and yard waste statistics monthly from the hauler(s) and input data on the Borough’s established hauler collection reports for the Refuse and Recycling committee Input recycling bin requests on to the spreadsheet, and provide the sheet monthly to the Public Works Department Manage the recycling grant program including mailing, data entry, and record keeping December through April Office supply ordering for all departments Fulfill Right to Know Requests frequently, following the regulations set forth by the Office of Open records, and under the guidance of the Borough Solicitor Work with the Borough Manager to prepare monthly reports for the Infrastructure committee meeting, as well as monthly permit data reporting Provide limited back-office support for the Recreation Department relative to the Summer programming registration software, account approvals, and assist with general Summer programming and facility inquiries Responsible for training the Receptionist and occasionally serving as a back-up for the position during lunch breaks and absences; handling general inquiries and concerns in person or by phone, and promptly directing the matter to the appropriate department. Ensures utilization of the procedural manual developed for the reception desk as a guide for questions and concerns, and performs all other functions outlined in the Receptionist job description Assists other departments with occasional tasks or projects including correspondence, worksheets, and reports as approved by the Borough Manager and/or Borough Secretary QUALIFICATIONS: To perform this job successfully, an individual must be able to satisfactorily perform each of the essential duties. EDUCATION AND/OR EXPERIENCE: High School Diploma or GED and minimum age 18 with at least 5-7 years of business experience including extensive customer service with phone, in-person, and email inquiries, is required. LANGUAGE SKILLS: Must have excellent listening and verbal communication skills and the ability to provide clear and professional oral responses and direction to customers who are completing applications, permits, registrations and other paperwork and must speak in a clear and professional manner, using the normal rules of English grammar, both on the telephone and in person. Must be able to accurately write and proofread sometimes complex reports and correspondence using commonly accepted rules of business writing/English grammar. MATHEMATICAL SKILLS: Ability to calculate figures and amounts such as addition, subtraction, division, multiplication, percentages, and decimals. REASONING ABILITY: Ability to understand, remember, and carry out oral and written directions, at times that can be complex. Ability to solve practical problems and deal with a variety of variables in situations where in some instances, only limited standardization exists. Ability to interpret and properly apply a variety of instructions and regulations furnished in written, oral, diagram, or schedule form. Must be able to exercise sound independent judgment concerning when it is necessary to ask for guidance or assistance from higher level Borough personnel in addressing or responding to a customer inquiry or concern. CERTIFICATIONS/LICENSES/REGISTRATIONS: A valid PA driver’s license with a clean driving record, is required. COMPUTER OPERATIONS: Proficient personal computer skills including Microsoft Outlook (calendar and electronic mail), Microsoft Office (Word, Excel, Access, PowerPoint), and internet, are required, as well as the ability to effectively learn all other department-related software. PHYSICAL DEMANDS: While performing the duties of this job, the employee is regularly required to sit, talk and hear for extended periods of time. The employee is frequently required to use hands to finger, handle, type, and feel. The employee is occasionally required to stand, walk, and reach with hands and arms. The employee must occasionally lift and/or move up to twenty-five (25) pounds. Specific vision abilities required for this job include close vision, distance vision, color vision and peripheral vision. WORK ENVIRONMENT: While performing the duties of this job, the employee typically works in a normal office environment with moderate noise levels. OTHER: Requires current Criminal Background, Child Abuse, and FBI fingerprint clearances along with post-offer pre-employment physical and drug screen. NOTE: Required to provide proof of prior Hepatitis B Vaccine series, obtain the vaccine at Borough expense upon hire, or sign waiver form declining vaccination.
