Position Overview Entech Engineering is seeking an experienced Senior Client Manager – Water Resources to join our Civil & Environmental Resources Department. This role is a senior, client-facing position focused on drinking water systems and water-related infrastructure for municipal and authority clients across Pennsylvania. This position will serve as the primary relationship owner for a portfolio of established water clients. The ideal candidate is a trusted advisor, someone who understands the technical, regulatory, financial, and political realities of municipal water systems and can guide clients through informed decision-making over the long term. While technical expertise remains important, this role is strategic and relationship-driven, with an emphasis on client satisfaction, organic growth, and coordination of Entech’s internal resources to deliver unrivaled service. Client Management & Strategic Advisory (Primary Focus) Serve as the primary point of contact and relationship owner for assigned municipal and authority water clients. Act as a trusted advisor to clients on drinking water system planning, regulatory compliance, capital improvement programming, and long-term infrastructure needs. Lead and participate in regularly scheduled client meetings, including authority and municipal board meetings. Develop a deep understanding of each client’s organizational structure, funding constraints, regulatory drivers, and political environment. Proactively identify client needs, risks, and opportunities, and coordinate Entech resources to address them. Ensure high levels of client satisfaction through responsiveness, transparency, and quality delivery. Project Oversight & Technical Leadership Provide senior-level oversight for water-related projects, ensuring scope, schedule, budget, and quality objectives are met. Coordinate with Project Managers and technical staff to ensure consistent delivery and adherence to Entech standards. Perform or oversee technical reviews, QA/QC efforts, and high-level engineering decision-making related to water systems. Serve as lead technical engineer on select projects when appropriate, though day-to-day project management is not the primary focus. Oversee coordination with regulatory agencies, vendors, equipment suppliers, contractors, and Entech Resident Project Representatives. Support permitting strategy and regulatory coordination related to drinking water systems. Business Development & Market Growth Drive organic growth within existing water clients by identifying and pursuing additional services and long-term program opportunities. Collaborate with Entech’s Market Leaders, Service Leaders, and Business Development staff to support water-sector growth initiatives. Participate in go/no-go discussions, client strategy development, and pursuit planning for water-related opportunities. Lead or contribute to proposal development, including scopes of work, fee development, and Engineering Work Orders (EWOs). Represent Entech at industry events, client organizations, and professional associations related to water resources. Internal Leadership & Collaboration Serve as a mentor and resource to Project Managers and technical staff supporting water projects. Work closely with Service Leaders to ensure appropriate staffing, technical quality, and financial performance of water projects. Support internal coordination across disciplines to bring the full breadth of Entech’s services to water clients. Contribute to knowledge transfer and continuity as part of the transition from the retiring employee. Required Qualifications Bachelor of Science degree in Civil or Environmental Engineering. 10+ years of experience in municipal water engineering and consulting. Demonstrated success managing long-term client relationships within municipal or authority environments. Strong understanding of drinking water systems, including treatment, distribution, storage, regulatory compliance, and capital planning. Experience working with Pennsylvania DEP and familiarity with state and federal water regulations. Valid driver’s license and ability to attend client meetings throughout Pennsylvania. Pennsylvania residency with ability to work from Reading or Mountaintop offices. Preferred Qualifications Professional Engineer (PE) license. Experience supporting funding applications (e.g., PENNVEST, grants, low-interest loan programs). Prior experience in a senior client management, market-facing, or advisory role. Comfort operating in a consultative, relationship-driven environment rather than a task-focused production role.
