Purpose of Job
The purpose of this job is to perform functions associated with preparation of departmental and divisional operating budgets. Duties and responsibilities include, but are not limited to: coordinating preparation of budgets; monitoring the status of each budget unit; coordinating departmental purchasing activities; performing various accounting, bookkeeping and other financial transactions; developing reports and statistical information; and performing additional tasks as assigned.

Minimum Training & Experience Required to Perform Essential Job Functions High school diploma or equivalent with three years of accounting, bookkeeping, and budgetary experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.
Associate's/Vocational/Technical degree in related discipline preferred.
Supervisory experience preferred.
Essential Duties, Responsibilities The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Annually prepares all forms for the fiscal year budget; coordinates the preparation of supporting documents for the justification of personnel and financial adjustments.
Researches financial information; coordinates preparation of annual departmental operating and capital budgets and all divisional operating budgets.
Monitors all department accounts and budget expenditures for compliance with departmental fiscal controls.
Audits monthly budget records for accuracy of line items; reconciles departmental records against Finance Department printouts.
Determines fund availability for unbudgeted and/or unplanned purchases.
Notifies command staff of need for line item transfers; completes authorized budget account transfers.
Prepares budgetary analyses of account purchases as requested.
Generates reports of budget status for the Chief of Police and Divisions Commanders.
Processes and verifies all departmental financial transactions; maintains all budget files.
Acts as the department liaison for the purchasing card program and invoice payment system; assigns purchases to appropriate account; maintains all related computerized fiscal records.
Completes authorization for payment forms and vouchers for items outside the approved purchase card process; assigns purchases to proper account.
Reviews and informs the Chief of Police of the management of all grants awarded to Department and administered by division commanders; reviews include but are not limited to monitoring and / or auditing financial and programmatic reports as well as auditing the purchases and expenditures authorized.
Maintains departmental cash box; reconciles funds; submits reimbursement requests; conducts in-house audits of divisional cash box funds.
Receives and processes all travel orders and professional organization fees and expenditures approved by division commanders.
Coordinates, implements and reviews departmental spending policies and procedures.
Assists with researching and completing grant documentation for the department and ensures funds are received and documented in the budget.
Prepares and/or generates routine correspondence, letters, memoranda, forms, reports and other documents via computer and/or typewriter.
Prepares departmental files; maintains file system of departmental records.
Copies and distributes correspondence, memoranda, reports and other related materials.
Answers the telephone; provides information; takes and relays messages and/or directs calls to appropriate personnel; returns calls as necessary.
Responds to routine requests for information from officials, employees, members of the staff, the public or other individuals.
Provides direct supervision and budgetary oversight to the property technician as required.
Performs other related duties as required.
Knowledge, Skills and Abilities
Knowledge of the policies, procedures, and activities of the Police Department as they pertain to the performance of duties relating to the position of Budget Technician.
Knowledge of the terminology used within the department.
Knowledge of applicable federal/state laws, unified government ordinances, departmental policies and procedures, the unified government merit system, payroll guidelines, established budgeting, purchasing and bidding procedures, and departmental methods as required in the performance of duties.
Knowledge of modern office procedures; accounting, bookkeeping and budgeting principles and practices; the unified government accounting system; and various computer software systems utilized in budget preparation.
Knowledge of word processing, spreadsheets and/or other software relevant to the position, and the ability to adapt and assimilate to software updates and new management software as required.
Skill in planning/organizing work, performing mathematical calculations, public relations, accounting and bookkeeping, data entry, and oral and written communications.
Ability to compile, organize, prepare and maintain an assortment of records, reports and information in an effective manner and according to departmental and/or governmental regulations.
Ability to communicate effectively with supervisors, and other staff members.
Ability to use independent judgment in routine and non-routine situations.
Ability to handle required mathematical calculations.
Ability to utilize and understand computer applications and techniques as necessary in the completion of daily assignments.
Ability to plan, organize and/or prioritize daily assignments and work activities.
Ability to comprehend and apply regulations and procedures of the department.

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including a computer, printer, typewriter, calculator, copier, facsimile machine, and telephone. Must be able to use body members to work, move or carry objects or materials. MOTOR COORDINATION: Requires the ability to coordinate hands, fingers, and eyes accurately in using office equipment. Requires the ability to use the keyboard, lift, bend, push, and pull objects or materials using body parts as the position necessitates.
MANUAL DEXTERITY: Requires the ability to handle a variety of items such as automated office equipment, clerical supplies, and computer supplies. Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities. Must have minimal levels of eye/hand/foot coordination.
