CLASSIFICATION: Personnel System - Requires satisfactory completion of 12-month probationary period.
PAY GRADE: FD6
SAFETY SENSITIVE: Yes - Subject to random drug & alcohol testing per the Athens-Clarke County Drug and Alcohol Ordinance.
Purpose of Job
The purpose of this job is to manage the day-to-day Medical First Response program within the Athens-Clarke County Fire Department. This assignment is intended to function primarily as an administrative role focused on EMS program oversight, quality improvement, and operational support. Duties and responsibilities include, but are not limited to prioritizing and responding to routine and emergency situations, providing EMS training, performing quality improvement, ePCR review, and EMS oversight. Assists with policy development and implementation regarding emergency medical care, fostering partnerships with community partners, completing assigned administrative tasks, and performing additional tasks as assigned.
Job Related Requirements
WORK SCHEDULE: Monday - Friday, 7:00 a.m. to 4:00 p.m. Subject to work holidays, weekends, and on-call after hours.
Regular and predictable attendance is required.
Must work cooperatively with others.
When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.
Emergency Position
This position is designated as an emergency position that requires your attendance at work under all types of emergency conditions. Some examples of emergencies include inclement weather, utility failure, fire or other forced evacuations or as determined by the Manager. Minimum Training & Experience Required to Perform Essential Job Functions High school diploma or equivalent with eight years of fire and rescue experience or any combination of training, education, and experience that meets the requisite knowledge, skills, and abilities for the position.
Minimum rank of Fire Sergeant.
Must be a certified firefighter II with Georgia Firefighter Standards and Training or equivalent.
Current EMT or higher with two years of experience.
Blue Card Incident Command Certification.
PICO/STICO
Possess a minimum of a valid Georgia Class C Non-commercial Driver's License.
Must obtain AEMT within 12 months of promotion/hire.
Must obtain Incident Safety Officer within 12 months of promotion/hire.
Must obtain Fire Instructor I or EMS Instructor within 18 months of promotion/hire.
Preferred Certifications include the following:
Leadership I and II
Georgia EMS Instructor/Coordinator
Fire Officer I and II
Emergency Vehicle Operations Course
Associates degree or higher in the field of Fire Science, EMS Technology, or related course work is preferred.
Two years of supervisory experience is preferred.
Essential Duties, Responsibilities The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Assists with the development, administration, and delivery of EMS services. Coordinates with EMS provider agencies, law enforcement, health care and state agencies and institutions. Represents the Department at a variety of community meetings regarding pre-hospital emergency medical care.
Collects, analyzes, and reports EMS data. Develops, monitors, and evaluates performance measures related to patient care, response performance, training, and program effectiveness. Prepares reports and recommendations to support quality improvement, compliance, and operational decision-making.
Assumes command and directs activities of personnel at the scene of an emergency until relieved by a superior officer or command is transferred.
Assists the Training Division in the coordination of the Department’s EMS training programs, including the training of new EMTs and the ongoing training of certified EMTs and other personnel.
Evaluates the field performance of Department EMS personnel to ensure compliance with Department policies, medical protocols and standards. Recommends corrective action and resolves problems. Initiates disciplinary action when necessary.
Evaluates and makes recommendations for changes to improve the quality of EMS programs and services. Works to ensure that program objectives are met.
Participates in the development, administration and delivery of EMS and public information/education programs.
Monitors the quality and appropriateness of patient care and documents the effectiveness of protocols, policies, and procedures.
Conducts research and provides recommendations for changes in policies, procedures, protocols and standards to the Fire Chief and Medical Director.
Provides coordination and liaison between National EMS and area hospitals, area fire departments, and other pre-hospital EMS agencies.
Works to enhance EMS skills and remains informed of changes in pre-hospital emergency medical technology and practices.
Manages EMS equipment and supplies. Recommends and purchases equipment, books, and materials for EMS purposes.
Works closely with Fire Captains, operations Battalion Chiefs, and the Training Division, scheduling personnel for training, addressing performance problems and ensuring that apparatus maintain a complete inventory of supplies.
Responds to emergency incidents and functions in Command or General staff positions.
Performs the duties of Firefighter as required.
Knowledge, Skills and Abilities
Knowledge of the policies, practices and procedures of the County and the operations and functions of the Fire Department.
Knowledge of management and human resource principles, firefighting and rescue practices and procedures as necessary in the completion of daily responsibilities.
Knowledge of medical care practices including but not limited to first aid, CPR and Emergency Medical Services (EMS) protocols.
Knowledge of all applicable laws, ordinances, policies, standards and rules and regulations pertaining to the specific duties and responsibilities of the job.
Knowledge of operation and maintenance of fire apparatus and equipment, fire prevention, suppression and rescue/extrication operations, including fire behavior, fire ground tactics, and salvage/overhaul techniques for reducing damage and loss of property.
Skill in the use of hydraulic rescue tools, calculators, monitors, fire hoses/nozzles, axes, shovels, mechanics tools, hand tools, power tools, electric generators, medical equipment, and all types of fire/rescue equipment including but not limited to, SCBAs and other related systems.
Skill in use of computers and various software programs utilized by the department and county including but not limited to Microsoft Word® and Excel® or other similar programs.
Ability to read, understand and apply laws, policies, procedures, guidelines and regulations to departmental activities and personnel matters.
Ability to listen effectively and to comprehend oral instructions and information.
Ability to administer policies, procedures, plans and activities by prioritizing duties and tasks, exercising leadership and sound judgment resulting in logical conclusions and clear decisions.

Supplemental Information PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including calculators, fire hoses/nozzles, axes, shovels, mechanics tools, hand tools, power tools, electric generators, medical equipment, and all types of fire and rescue equipment. Must be able to use body members to work, move or carry objects or materials. This position requires: walking, standing, bending, stooping, pushing, pulling, lifting, fingering, grasping, feeling, seeing, talking, hearing, and repetitive motions. Must be able to exert up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently. Physical demand requirements are at levels of those of heavy work.
