Position Summary
The Executive Director of Exceptional Programs oversees the district's special education, ESOL, and Gifted programs and services. This role is dedicated to providing guidance, serving as a resource, and ensuring that special education, ESOL, and Gifted services are effective and compliant with established guidelines. The Executive Director is responsible for planning, evaluating, developing, and implementing strategies to meet specific educational objectives, ensuring that all services support the needs of students eligible for exceptional programs (special education, English for speakers of other languages, and gifted programs).
Minimum Requirements
EDUCATION:
• Master’s degree in Special Education
CERTIFICATION/LICENSE:
• Hold or be eligible for a valid Georgia Leadership Certificate
• Criminal Justice Fingerprint
• Background Clearance
WORK EXPERIENCE:
• Three (3) years of experience in leadership
• Experience in teaching exceptional children with a minimum of three (3) year’s classroom experience

Skills-based Competencies
Required to perform multiple technical tasks with a potential need to upgrade skills in order to meet changing job conditions. Specific skill-based competencies required to satisfactorily perform the functions of the job include: operating standard office equipment, including a variety of software applications; planning and managing projects; and preparing and maintaining accurate records.

Required to perform algebra and/or geometry; review and interpret highly technical information, write technical materials, and/or speak persuasively to implement desired actions; and analyze situations to define issues and draw conclusions. Essential Duties
• Collaborates with internal and external personnel, such as other administrators, auditors, and community members, to implement and maintain special education services and programs.
• Compiles data from various sources, such as staff and public agencies, for issue analysis, compliance, and program monitoring.
• Coordinates program components, support needs, and materials to ensure services conform to established guidelines.
• Directs department operations, service maintenance, and new program implementation to provide services within set timeframes and compliance standards.
• Facilitates meetings, workshops, and seminars, including due process hearings and parent groups, to identify issues, develop recommendations, and represent the district.
• Implements programs and projects to meet district and state educational objectives.
• Manages the Special Education, English for Speakers of Other Languages (ESOL), and Gifted Education departments to deliver guideline-conforming services.
• Monitors financial activities, including budget allocations and expenditures, to ensure fiscal accuracy and adherence to practices.
• Participates in meetings and seminars to convey and gather information for effective job performance.
• Performs personnel functions such as interviewing and supervising to maintain adequate staffing and achieve departmental objectives.
• Prepares complex materials like plans, budgets, and reports for documentation, compliance, presentations, and supporting requested actions.
• Presents information on budgets and accounting processes to communicate key data, solicit feedback, and ensure compliance with internal controls.
• Researches a range of topics like policies and regulations to develop new programs, ensure compliance, and respond to informational requests.
• Responds to various issues from staff or community that may impact the organization negatively, recommending or implementing solutions.
• Oversees the development and delivery of professional development tailored to enhance the effectiveness and productivity of special education personnel.
• Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit
