Description Starting salary to commence at $68,924 - $87,950 except in extenuating circumstances. General Statement of Job Performs a variety of functions related to the airport’s property management and business development programs. City Expectations: Certain essential city services are required to be maintained in any civil emergency. Depending upon the type of emergency, any and all employees may be activated as essential employees in the event of an emergency. Duties & Responsibilities Specific Duties and Responsibilities Essential Functions: 1. Coordinates all aspects of grant and property administration for the Venice Municipal Airport, including but not limited to Identifying grant opportunities, preparing applications, managing drawdowns, ensuring adherence to federal rules and reporting, preparing detailed narrative and financial reports, maintaining grant files and ensuring accurate record keeping. 2. Participates in negotiating, drafting, reviewing and administration of applications, proposals, leases, contracts and agreements related to airport grants, property and facilities. Coordinates leasehold improvements with tenants and capital or special projects as assigned. 3. Serves as the City’s liaison with current and potential airport tenants regarding lease administration policies, procedures and insurance specifications. Monitors and inspects leased property and facilities for compliance with lease terms and regulatory requirements. Resolves billing issues and coordinates collection and eviction procedures. 4. Plans, prioritizes, assigns, supervises, reviews, and/or coordinates work of departmental administrative support staff as assigned; ensures accuracy/efficiency of work performed; counsel's employees on job performance. 5. Interacts with governmental agencies and other departments to ensure that all leases, contracts and agreements are in compliance with local, state and federal regulations. 6. Develops grant budgets, tracks expenditures, monitors cash flow, manages grant compliance and support audits. Assists in departmental budget preparation, administration and evaluation. Responsible for overseeing the monitoring of monthly expenditures against budgeted allowances. 7. Assists with coordinating community events scheduled on airport property. 8. Assists in the development, management and administration of the airport’s capital improvement program, working with consultants and staff on capital projects, scope, budget and owners’ representation. 9. Supervises day-to-day finance activities, including accounts payable, accounts receivable, general Ledger entries and reconciliations. Prepares and reviews financial statements, budget reports, forecasts and management reports, analyzing data to recommend cost savings or growth. Assists in developing managing and monitoring budgets and financial projections. 10. Maintains accurate, legible and comprehensive records, forms and other required documentation 11. Responsible for staying current with all governing regulations and compliance requirements. Responsibilities: Responsible for the timely and accurate completion of work assignments. Responsible in work to the Airport Director. Minimum Qualifications Minimum Education and Training A High School Diploma and (7) seven years’ experience in grants management/finance or, An Associate’s degree in Business Administration, Accounting, or related field and (5) five years’ experience in grants management/finance or, A Bachelors’ Degree in Business Administration, Accounting, or related field and (3) three years’ experience in grants management/finance. Possess a valid Florida Driver’s license, free of any serious violations or ability to obtain an instate license within (30) thirty days from date of hire. Experience in supervision is also required. Supervision as defined here, means that your primary duty is routinely managing employees who report directly to you, where you have the duty to assign and direct their work, evaluate their performance, counsel them, discipline them and set individual goals for them. Also, you have the authority to hire or fire them, or your suggestions and recommendations as to the hiring, firing, advancement, promotion or any other change of status are given particular weight. Or City of Venice employees who do not have prior supervisory experience may qualify by completing twenty (20) hours of HR-approved leadership or management courses within a 12-month period from date of transfer to the position. Airport experience preferred. Association of American Airport Executives' (AAAE) ACE-Finance certification preferred. Minimum Qualifications and Standards Required Skill Requirements : Knowledge of property management principles, contract administration, and federal/state grant requirements and property leasing practices. Ability to work independently of direct supervision and capable of sustaining regular and predictable attendance. Ability to prioritize and complete multiple tasks, handle the pressure of deadlines, analyze data and prepare reports. Capable of interacting with the public in a professional, respectful manner and deal with difficult people with courtesy and self-control. Possess excellent listening, speaking and communication skills. Ability to establish and maintain effective working relationships with co-workers, supervisors, tenants and the general public. Requires a working knowledge of the current version of the Microsoft Office Professional software suite including proficiency with Word and Excel. Must have a basic understanding of the current version of the Microsoft Windows operating system. Familiarity with CentralSquare Software applications based on an iSeries system is preferred. Working knowledge of current versions of Internet browsers and Microsoft Outlook is also highly recommended. Ability to learn specific computer applications used in the Department. Physical Requirements : Work is essentially sedentary with occasional walking, bending, lifting or minimal physical exertion. Requires finger and wrist dexterity and hand/eye coordination to perform keyboard functions. Ability to withstand stress and work under pressure of deadlines and conflicting priorities. Supplemental Information Working Conditions : Works primarily in an office environment but may be required to work outdoors or provide on-site property inspections as dictated by need.
