Purpose & Job Related Requirements
The Unified Government of Athens-Clarke County
is accepting applications for the promotional process for the rank of
FIRE LIEUTENANT
This is an IN-HOUSE ONLY promotional posting. You must be a current ACCFD Sergeant to be eligible for this position.
Eligibility Requirements To Participate In The Promotional Process
All candidates must meet all of the following qualifications by February 18, 2026, to be eligible to compete:
• Must be a current ACCFD Sergeant with at least two years in ACCFD Sergeant position as of date of promotional posting closing on February 18, 2026. (You will be eligible to participate in the promotional process if you have a minimum of one year as an ACCFD Sergeant. If you successfully pass all promotional phases, you will be added to the eligibility list after you have completed two years at the rank of Sergeant).
• No disciplinary actions (excluding written counseling or reprimand) that resulted in 2 or more suspension days without pay within the previous 12 months or sustained discipline that resulted in a suspension of 5 or more days without pay or a demotion within the previous 12 months. If you receive such discipline after the eligibility list is established, you will not be eligible for promotion.
• Performance Management Plan (PMP) scores for the past two PMP cycles must be Core Employee or higher.
Eligible candidates desiring to compete for placement on the Fire Lieutenant Eligibility List will be required to submit a fully completed online application to the Human Resources Department by the closing date of the online posting. All candidates must attach a resume with his/her application. It is the responsibility of each employee to see that his or her fully completed application is submitted online by the deadline. Be sure to fill out every section on the application form. The resume is not a substitute for fully completing all sections of the application. Incomplete application forms may be disqualified.
The eligibility list of successful candidates shall expire automatically at the end of one (1) year from the time of its establishment. However, the Fire Department Chief has the option to request that the list be extended for a period not to exceed one (1) additional year.
Promotional Process
• Assessment Center Orientation: To be conducted Monday, March 16, 2026 at Station 2 at 10:30 AM.
• Assessment Center: To be held week of March 23, 2026. (schedule and location to be determined). Further information will be provided once all applications have been received and qualified.
All qualified applicants must participate and successfully complete the Fire Lieutenant Assessment Process to be eligible for promotion.
REPORTS TO: Fire Captain or Battalion Chief depending on assignment
FLSA STATUS: Non-Exempt
CLASSIFICATION: Personnel System - Requires satisfactory completion of a 12-month probationary period.
PAY GRADE: FD4
SAFETY SENSITIVE: Yes - Subject to random drug & alcohol testing per the Athens-Clarke County Drug and Alcohol Ordinance.
Purpose of Job
The purpose of the job is to manage day-to-day operation of fire and emergency services. Duties and responsibilities include but are not limited to, management/supervision, responding to routine and emergency situations, providing Fire/EMS training, preparing administrative paperwork, and performing additional tasks as assigned.
Job Related Requirements
WORK SCHEDULE: 24-hours on duty, 48-hours off duty, including holidays and weekends.
May be required to work on religious holidays.
Regular and predictable attendance is required.
Must work cooperatively with others.
When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.
Emergency Position
This position is designated as an emergency position that requires your attendance at work under all types of emergency conditions. Some examples of emergencies include inclement weather, utility failure, fire or other forced evacuations or as determined by the Manager.
Minimum Training & Experience Required to Perform Essential Job Functions
High school diploma or equivalent with six years of fire and rescue or related experience required.
Must be a certified Firefighter II with Georgia Firefighter Standards and Training or equivalent.
One Year Of Supervisory Experience Is Required.
If hired prior to March 30, 2018, EMT is preferred. EMT is required if hired thereafter.
When Assigned To Emergency Response Division
Two (2) years of consecutive service at the rank of Fire Sergeant with ACCFD.
Possess a minimum of a valid Georgia Class F non-commercial Driver's License.
Successful Completion Of The Following
• ICS 300 (within 12 months of promotion) ***G191 is a prerequisite for ICS-300

Essential Duties, Responsibilities
The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Supervises and evaluates assigned staff, handles employee concerns, directs work assignments, counsels and disciplines employees when necessary, and completes employee performance appraisals.
When Assigned To Emergency Response Division
Responds to and supervises fire operations activities at fire scene on assigned shift.
Assesses nature of situation, including fire, occupancy of building, medical emergency, etc.
Serves as fire ground commander in the absence of a superior officer; commands entire incident when other officers are not available due to other calls.
Determines human resource and equipment needs and determines placement of same; maintains adequate personnel at stations.
Supervises prearranged courses of action for bomb threats, multiple alarms, and other emergency situations; coordinates activities with other emergency personnel.
Supervises patient care on medical emergencies.
Supervises salvage and overhaul activities.
Serves as station officer for single-company fire stations and multi-company in absence of Fire Captain.
Assists the Community Risk Reduction office in determining cause of fires.
Enforces standard operating procedures, safety procedures, and medical guidelines.
Supervises on-duty personnel in performance of job duties involving equipment maintenance and clean up.
Develops pre-fire plans including equipment and water availability, fire exits and number of people; updates territorial maps.
Supervises, conducts, or participates in various training activities.
Prepares and maintains written reports of all shift activities including payroll, holiday, sick and vacation accrual.
Completes various reports and administrative paperwork.
Conducts inspections of fire stations, equipment, supplies, and personnel and report any equipment repairs to maintenance personnel.
Attends training seminars, conventions, meetings or sessions.
Investigates complaints.
Conducts public education classes for area schools, community organizations, etc.
Performs Other Related Duties As Required.
Knowledge, Skills and Abilities
Knowledge of the principles, practices and procedures of the County and the operations and functions of the Fire Department.
Knowledge of management, human resource management/personnel, firefighting and rescue practices, policies and procedures as necessary in the completion of daily responsibilities.
Knowledge of how to administer operations and staff plans and objectives for the expedience and effectiveness of specific duties of the position.
Knowledge of all applicable laws, ordinances, policies, standards, and regulations pertaining to the specific duties and responsibilities of the job.
Knowledge of how to keep abreast of any changes in policy, methods, operations, budgetary and equipment needs as they pertain to departmental operations and activities.
Knowledgeable and proficient with computers.
Knowledgeable of fire suppression, including fire ground tactics and overhaul methods for reducing damage, extrication techniques, reporting requirements, International Fire Standard guidelines, Training Association guidelines, local fire codes, State Office of Trauma and EMS, streets and other local geography, hazardous materials, EMS services, and driving in emergency situations.
Skill in organizational, management, human relations, and technical strategies.
Skill in the use of hydraulics and Hurst tool, calculators, fire hoses/nozzles, axes, shovels, mechanics tools, hand tools, power tools, electric generators, medical equipment, and all types of fire and rescue equipment.
Ability to administer policies, procedures, plans and activities and to monitor performance of subordinates against measured established goals.
Ability to effectively communicate and interact with subordinates, management, employees, members of the general public and all other groups involved in the activities of the County as they relate to the Fire Department.
Ability to assemble information and make written reports and documents in a concise, clear and effective manner.
Ability to use independent judgment and discretion in managing subordinates including the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems.

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including calculators, fire hoses/nozzles, axes, shovels, mechanics tools, hand tools, power tools, electric generators, medical equipment, and all types of fire and rescue equipment. Must be able to use body members to work, move or carry objects or materials. This position requires: climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing, and repetitive motion. When assigned to Emergency Response and Training: Must be able to exert up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently. Requires the ability to prepare various reports and inspections such as vehicle maintenance, activities, injury, civilian casualty, supply requisitions, fire loss, inventory, and personnel reports using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style. Requires the ability to speak to groups of people with poise, voice control, and confidence.
INTELLIGENCE: Requires the ability to learn and understand complex principles and techniques; to acquire and be able to expound on knowledge of topics related to primary occupation; and to make independent judgment in the absence of management.
VERBAL APTITUDE: Requires the ability to record and deliver information, to explain procedures, and to follow oral and written instructions. MANUAL DEXTERITY: Requires the ability to handle a variety of items such as calculators, fire hoses/nozzles, axes, shovels, mechanics tools, hand tools, power tools, electric generators, medical equipment and all types of fire and rescue equipment. Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities. Must have moderate levels of eye/hand/foot coordination.
COLOR/VISUAL DISCRIMINATION: Position requires binocular vision with good depth perception and peripheral vision, motion detection, high acuity, and light adaptation, as well as the ability to differentiate between colors and shades of color.
INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under considerable stress when confronted with an emergency.
