Job Summary
This is a professional-level position that serves as a lead functional analyst responsible for evaluating complex business problems and identifying how information systems can effectively address them. This position ensures the efficient and reliable operation of administrative applications during ongoing modifications and enhancements and collaborates closely with technical teams to support solution design, development, testing, and deployment across the University System Office and its 25 institutions. This position will play a significant role in tasks associated with Data Management, Reporting, and Dashboarding.
Under the general supervision of the Application Area Manager, this position provides leadership to functional staff in generating software specifications and related documentation and collaborates with technical teams on solution design, development, testing, and implementation. It supports the structure and functionality of highly complex software modules for end users across the University System Office and all 25 institutions, ensuring continuous, stable operations during development and deployment activities.
This role also partners with management and team members to establish and maintain common standards and procedures for program and data maintenance, quality assurance, and testing of assigned modules. Tasks are varied, often time-sensitive, and performed in a complex service environment. Adherence to IT best practices and standard operating procedures for Information Technology Services is critical, while maintaining flexibility to meet customer needs. Data-driven decision making is expected.
Responsibilities
Technical/Functional Leadership: 25% • Provide leadership and guidance to the functional and technical development teams.
• Foster a culture of innovation and excellence.
• Drive and lead continuous improvement initiatives to enhance development processes, tools, and methodologies.
• Establish and enforce quality assurance processes with the various teams to ensure that software applications meet quality, performance, data management, reporting and security standards.
• Assist in defining strategic direction for Systems Analyst's efforts.
• Interact with a wide range of stakeholders, including IT teams, Institutional representatives, and University System Office leadership.
• Stay current with emerging technologies and industry trends.
Software Solutions & Functional Design: 30% • Lead the technical architecture design for the transition from PeopleSoft Financials and HCM to Workday.
• Collaborate with cross-functional teams including Finance, HR, and Procurement to design secure and efficient integration frameworks between Workday and other enterprise systems.
• Able to quickly gain a comprehensive, holistic understanding of applications, including underlying design, table structure, configurations, business process design, and end user experience.
• Design scalable and maintainable software architectures that meet the needs of our customers and align with the company's strategic objectives.
• Lead the strategic planning, design, and implementation of complex software applications, ensuring alignment with organizational goals and stakeholder needs.
• Collaborate closely with product managers, developers, and other stakeholders to understand requirements, prioritize features, and deliver solutions that meet customer needs.
• Conduct research and prototyping to identify opportunities for innovation and improvement.
• Other duties as assigned.
Team Development and Mentorship: 10% • Mentor and coach team members, helping them grow their skills and advance their careers within the organization.
• Design, prepare, and lead complex applications training.
• Encourage open communication and shared ownership within the team to strengthen collaboration and performance.
Project Management: 20% • Lead mid-size to large application or system related projects.
• Define and/or reviews project proposals in determining scope, time frame for completion, steps required for completion, staffing requirements, and allotment of available resources to various phases of project to ensure successful completion.
• Oversee project planning, resource allocation, and risk management.
• Manage multiple priorities and projects in a fast paced and dynamic environment.
• Ensure that projects are completed on time and within budget.
Documentation: 15% • Review and maintain technical/functional documentation, including design documents, architecture diagrams, and user manuals.
• Ensure documentation remains accurate and accessible to both technical and non-technical audiences.
Required Qualifications • A bachelor's degree in a related field and at least eight years' job-related experience or any equivalent combination of education and experience is required to perform this job.
• Ability to comfortably work in a fast paced, often ambiguous and event driven environment.
Preferred Qualifications • Strong understanding of Financials and Human Capital Management (HCM) applications and shared data elements between the applications.
• Ability to support, from both a functional and technical perspective, all aspects of data management, from creation to integration to reporting and analytics.
• Understanding of third-party integrations.
• Knowledge and understanding of governmental accounting standards.
• Recognition of differences between software configuration options vs. code customization
• Familiarity with security protocols and the necessity of securing data.
• Knowledge of workflow.
• Understanding of the use and purpose of multiple system portals, including external and internal portals.
• Knowledge of statutory and regulatory reporting requirements.
• Experience working on strategic projects, providing feedback, direction and assisting in leading tactical efforts.
• Experience with PeopleSoft Financials, PeopleSoft HCM, and/or Workday preferred.
• Experience contributing to an ERP implementation or leading/supporting a large-scale system upgrade initiative.
• Direct experience in ERP transition or cloud migration projects.
• Experience in higher education or public sector environments.
Knowledge, Skills, & Abilities • Project Management: Demonstrated ability to lead and manage system-related projects overseeing planning, execution, and evaluation. This includes defining and reviewing project proposals to determine scope, timeframe, and resource allocation across project phases; organizing and facilitating internal testing as well as institutional application testing sessions; and providing status updates.
• Collaboration: Collaborates with other functional and technical leads to define strategy, estimate effort, anticipate potential issues, resolve issues and achieve project goals.
• Stakeholder Engagement: Serves as a liaison between diverse stakeholders, including IT teams, institutional representatives, and university system office representatives. Communicates complex technical information to non-technical stakeholders, facilitating collaboration across departments by providing clear and precise information, clarifying procedures, and offering additional support, as necessary.
• Mentorship and Training: Demonstrates strong coaching and leadership skills. Influences team direction and cohesion through informal leadership, mentoring, and by modeling professionalism and accountability. Uses project opportunities to mentor junior analysts and provide guidance on technical/functional and professional development; Ensures knowledge transfer within the team and the department; Assesses training needs and makes recommendations to improve methodology; scheduling and leading team meetings, review sessions, and post project review sessions.
• Communications: Communicates effectively with diverse audiences through clear and professional verbal and written communication. Presents complex information in an accessible manner to managers, clients, and stakeholders, and responds to inquiries with clarity and professionalism. Ensures consistent and proactive communication with users and customers, keeping them informed throughout project and support activities.
