Description This position provides support for the Risk Manager and Safety Specialist and manages office operations. Reporting to the Risk Manager, this position also maintains databases and claim files, conducts employee training and incident/accident investigations, and resolves citizen and employee problems and complaints.
Essential Duties ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties necessary to deliver services to customers and citizens may be assigned.
• Conducts OSHA training as a certified instructor for 10 and 30 hour classes;
• Conducts DMV approved defensive driving classes as a DMV Certified instructor;
• Evaluates and updates the certificate of insurance and risk management driving databases;
• Evaluates and maintains the Social Services CPMT (Community Policy Management Team Insurance Database);
• Assists in budget preparation;
• Conducts accident and incident investigations;
• Resolves issues when the Risk Manager is not available;
• Conducts safety and loss control inspections on City properties, identifying hazards and making corrective recommendations;
• Manages difficult and/or emotional customer and employee situations;
• Listens and gets clarification;
• Speaks in a way that is clear and precise about what is required and clearly passes information on;
• Treats others with respect;
• Exhibits common courtesy and basic communication skills to work within a team environment;
• Maintains confidentiality;
• Focuses on solving conflict, not blaming;

ADDITIONAL JOB FUNCTIONS
• Depending on work assignment, may be required to perform a variety of duties in support of operational requirements and direct citizen service delivery such as acting as a back-up to other staff and response to weather-related and other emergencies, such as snow removal.
• May be required to work outside of normal work hours, to report to work during inclement or unusual weather or other conditions or to respond in other abnormal situations.
• Other duties to provide direct or indirect service to the citizens may be assigned.
• When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.
SUPERVISORY RESPONSIBILITIES
Supervises or leads work groups as needed. When applicable, carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Incumbent requires limited supervision.
Minimum Education and Experience Required QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education, Experience and Technical Skills
Associates Degree in related area (ARM - Associates in Risk Management preferred); 4 years related experience may be substituted for degree.
Extensive (5-7 years) related experience. Demonstrates intermediate Microsoft Office skills, advanced skills in 2 or more MS Office applications, and intermediate skills in specific job-related applications and equipment.
Preferred qualifications include the following:
• OSHA certified trainer
• VA Division of Motor Vehicles Defensive Driver Class Certified instructor
• First Aid and CPR Certification
• Defibrillator certified operator
Additional Requirements • Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment. May also be required to complete higher levels of NIMS training as determined appropriate for the position.
• Required to have a valid driver's license issued by the Commonwealth if Virginia and acceptable driving record according to City criteria.
• Relevant background checks must be completed and approved.
• Willingness to acquire OSHA, Risk Management and Safety related certifications.
• Depending on work assignment, may be required to obtain Notary Public license.
