Description Starting salary to commence at $70,400 - $91,520 except in extenuating circumstances. General Statement of Job Supervise operations involved in landscape maintenance and installations for all parks, right-of-ways and public facilities assigned to the department. City Expectations : Certain essential city services are required to be maintained in any civil emergency. Depending upon the type of emergency, any and all employees may be activated as essential employees in the event of an emergency. Duties & Responsibilities Specific Duties and Responsibilities Essential Functions: Plans, organizes, delegates, directs, controls and monitors all activities, personnel and systems/equipment assigned to the division, including staff development. 2. Oversee the development and implementation of work schedules for mowing, landscaping, irrigation, tree trimming, pest control, and facility cleaning. 3. Assumes management responsibility for the planning and execution of all landscape and irrigation maintenance or installation projects. 4. Assumes management and oversight of work with contractors and volunteer groups regarding all aspects of Park operations. 5. Monitors use and condition of tools, vehicles, and landscaping equipment. Works in conjunction with the Fleet and Facilities Manager to schedule routine maintenance and arrange for repairs or replacements as needed. Manages inventory of supplies and materials 6. Directs inventories, keeps records on employees, equipment and job costs. Assists director in developing budget recommendations and in administering the division’s adopted budget. 7. Interprets and administers collective bargaining agreement, personnel procedures and rules, as well as department policies. 8. Assigns, schedules, monitors and evaluates activity of subordinates, completes performance appraisals and as necessary performs training/coaching/counseling or issues disciplinary action in the form of oral/written reprimands, etc. Composes basic memos and e-mails, maintains work orders, notes of informal basic personnel records related to employee performance. 9. Safely and effectively drivers and operates city vehicles as required. 10. Recommends hiring, firing, transfer, suspension, layoff, recall, promotion, discharge, discipline and evaluation of employees. 11. Acts in the absence of the Facility, Maintenance and Parks Superintendent to supervise division operations and staff as needed. Responsibilities : Ability to cooperate and work with other departments within the City. Understanding of the needs of subordinates. Responsible for employee safety and equipment maintenance. Responsible in work to the Assistant Director of Public Works and Asset Management. Minimum Qualifications Minimum Education and Training Bachelor’s Degree and three (3) years of relevant experience; or Associate’s Degree with five (5) years of relevant experience; or a high school diploma or equivalent with seven (7) years relevant experience. Possess and maintain or able to obtain within one (1) year from date of hire all of the following: Public Swimming Pool Technician certification, Certified Playground Safety Inspector (CPSI), Maintenance of Traffic (MOT) certification and a Limited Lawn & Ornamental license. Must have a valid Florida Commercial Driver’s License (CDL) Class B, with necessary endorsements, free of any serious violations. Experience in supervision is also required. Supervision as defined here, means that your primary duty is routinely managing employees who report directly to you, where you have the duty to assign and direct their work, evaluate their performance, counsel them, discipline them and set individual goals for them. Also, you have the authority to hire or fire them, or your suggestions and recommendations as to the hiring, firing, advancement, promotion or any other change of status are given particular weight. Or City of Venice employees who do not have prior supervisory experience may qualify by completing twenty (20) hours of HR-approved leadership or management courses within a 12-month period from date of transfer to the position Minimum Qualifications and Standards Required Skill Requirements : Ability to understand the methods of maintenance and operations of the unit of assignment. Must have superior knowledge of the various types of materials and construction equipment required for the work and an understanding and respect for operational limitations of such equipment. Able to understand drawings and plans. Must be able to read maps, plans, reports and other items with small print of fine detail. Understanding of labor, material, and equipment cost factors. Ability to establish and maintain effective working relationships with supervisors, subordinates, fellow workers, and the general public. Demonstrated good work habits and reliable attendance. Ability to supervise, assign, monitor and evaluate the work of assigned subordinates and to keep accurate records of jobs performed. Ability to read and write the English language, with knowledge of basic grammar, spelling, basic mathematics and legible handwriting. Must be able to communicate and receive assignments, both orally and in writing. Requires a working knowledge of the current version of the Microsoft Office Professional software suite including proficiency with Word and Excel. Must have a basic understanding of the current version of the Microsoft Windows operating system. Familiarity with CentralSquare Software applications based on an iSeries system is preferred. Working knowledge of current versions of Internet browsers and Microsoft Outlook is also highly recommended. Ability to learn specific computer applications used in the Department. Physical Requirements : Ability to sit, stand, walk, climb, bend, stoop, and lift. Ability to work both indoors and outdoors in all kinds of weather and for prolonged periods of time. Must be able to work under the stress of multiple priorities and deadlines, as well as occasional emergency situations. Supplemental Information Working Conditions : Work is performed in an office setting and outdoor sites during all types of weather conditions. Employee is subject to working around moving vehicles and machinery used for park maintenance; occasional exposure to routine chemicals used in maintenance of parks. Expected to be available for emergencies beyond regular operating hours if required.
