Are you an experienced leader with a strong background in SCADA, water, and wastewater maintenance and operations? Public Utilities is seeking a seasoned professional to lead the strategic and tactical development of comprehensive preventive maintenance plans and schedules for water, wastewater, and SCADA systems.
In this leadership role, you will leverage a Computerized Maintenance Management System (CMMS) to align maintenance activities with broader asset management objectives. Your responsibilities will also include oversight of vendor and supplier engagement, contract negotiations, and coordination of projects that support the operational excellence of Public Utilities.

About the Position
Some of the essential job functions are as follows:
• Lead the development, execution, and continuous improvement of preventive, predictive, and scheduled maintenance strategies for water and wastewater systems.
• Direct and oversee the creation of maintenance routes, schedules, job plans, purchase orders, and work orders within the Computerized Maintenance Management System (CMMS).
• Ensure integration of new assets and locations from Capital Improvement Projects into maintenance programs.
• Monitor and analyze operational data to enhance the efficiency and effectiveness of maintenance activities.
• Establish policies and procedures for maintenance workflows, ensuring compliance with county, state, and OSHA standards.
• Maintain continuity of business operations that includes disaster recovery planning and backup procedures.
• Initiate, coordinate, and enforce systems, policies, and procedures.
• Verify application results by conducting system audits of technology implemented.
• Maintain quality service by establishing and enforcing organization standards.
• Manage the highly technical, complex SCADA systems within the utility operations unit.
• Plan, develop, program, organize and maintain process control hardware, software, computer and programmable logic controllers within the Water and Wastewater Departments facilities.
• Monitor maintenance contracts to ensure fulfillment of contractual obligations by contractors, and consultants.
Leadership and Team Development:
• Supervise and mentor supervisors and technical staff, providing guidance on best practices and performance improvement.
• Develop and implement training programs to enhance team capabilities and adherence to maintenance standards.
• Promote a culture of safety, innovation, and continuous improvement within the department.
Compliance and Safety Oversight:
• Ensure all maintenance work adheres to industry regulations, safety guidelines, and organizational policies.
• Review work orders, job plans, and records for accuracy and compliance with legal and operational requirements.
• Conduct safety audits and implement corrective actions to mitigate risks.
Resource and Stakeholder Management:
• Manage budgets, resources, and contracts related to maintenance operations.
• Coordinate with internal and external stakeholders, including vendors and regulatory agencies, to enhance maintenance service delivery.
• Support cross-departmental initiatives to optimize asset lifecycle management and operational resilience.
Hours: Monday - Friday, 8:00 a.m. - 5:00 p.m.
About You
Minimum Qualifications:
• Bachelor’s Degree in related field AND six (6) years of job related experience.
• -OR- Master’s Degree in related field AND four (4) or more years of job related experience.
• -OR- Professional-related experience may substitute for the required degree on a year-for-year basis.
• Four (4) or more years of supervisory/management experience.
• A valid Florida Driver's license at the time of hire.
Preferred (Bonus) Qualifications:
• Experience working with SCADA, PLCs, Maximo version 6 or higher.
• Experience with MS Office, particularly Excel and PowerPoint.
• Experience working with ESRI GIS software.
• Knowledge of codes, ordinances, and regulations related to utility work.
• Experience with pumps, motors, instrumentation, controls, meters, analyzers, and other equipment found in water and wastewater systems and the parts used to repair them.
Subject to Passing Substance Screening: This position is subject to passing a pre-employment substance screening. An applicant who fails to pass a required drug screening test shall be disqualified from employment for a period of five (5) years.

Starting Pay Range : $95,000.00 - $104,000.00/ annually, based on experience.
