Job Description
Financial Duties
Assists in and manages development of initial proposed annual Public Utilities budgets and is responsible for organization of the annual budget in GovMax system. This position reports to the Public Utilities Finance Manager.
Researches, develops, manages, and coordinates with Public Utilities management team and OFM budget analysts regarding inputting annual operating and CIP budgets into Gov/Max.
Monitors the operating budgets and funds and provides monthly financial information through reports to the Public Utilities management team.
Identifies trends and/or problems through statistical analysis.
Participates in periodic meetings with individual Public Utilities Division Management teams to monitor adopted and amended operating budgets, YTD actual expenditures, year-end projected expenditures, and projected variances to approved amended budget.
Assists in oversight of budgetary functions for the Public Utilities Department, as needed and requested by the management team, including development of expenditure dashboards.
Participates in development of budget workshop presentations; briefs managers, attending meetings for back-up to presenters.
Assists in Capital Improvement Projects (CIPs) and assures projects are budgeted correctly including required entries into GovMax.
Performs special studies and analysis for projects and generates reports as needed by PU Director, General Managers, and management team.
Prepares complex/statistical reports and presentations.
Assists in the development of and maintains rate models, budget models, debt models and revenue/expenditure models, including coordinating rate model analyses conducted by outside consultants to measure trends and past performance.
Helps coordinate updates to the Utilities’ system information in the Official Statements associated with issuing new revenue bonds by gathering data from Division Managers and external sources.
Supports the Utilities Franchise program by managing collection of quarterly payments and assessing any applicable penalties.
Gathers information from other departments and maintains data to perform analysis, such as maintaining percentage growth calculations on service connections.
Manages the Installment Loan Program by calculating the interest rate, gathering other necessary data from other departments, and preparing the Board request.
Administrative Duties
Regularly meets with the Public Utilities management team to assure that financial and budget needs are met.
Attends and participates in Public Utilities Leadership staff meetings and other high-level meetings. Raises issues and seeks uniform policy decisions from the Public Utilities team. Shares and disseminates information to the Public Utilities team.
Participates with Public Utilities management team regarding annual strategic planning and helps ensure staffing plans developed are correctly input into GovMax.
Optimizes the quality and efficiency of projects, organization-wide, through contribution of technical expertise, man-hours, consultative services, and consolidation of services.
Coordinates project tracking, schedules, measures for Public Utilities.
Coordinates certain Public Utilities administrative management team items and may place them into eBar, eCar, as well as eGenda.
Reports to Public Utilities management team for Department-wide assignments.
Assists in continuous improvement of systems and processes.
Work Hours: Monday – Friday, 8:00 a.m. – 5:00 p.m.
About You
Minimum Qualifications: A Bachelor’s Degree from an accredited college or university with major course work in Public or Business Administration, Accounting, Finance, Economics or job-related field and two (2) years job-related experience OR - Six (6) years professional job-related experience can be substituted at management discretion for the required education - OR – Related professional program/ project management may substitute for the required education at management discretion.
Preferred Qualifications: Professional experience in governmental accounting, budgeting, and/or auditing preferred, as well as experience with GovMax system and Smartsheets.
Job Competencies: Proficiency in Word, Excel and PowerPoint. Knowledge of financial processes, business planning and budget processes. Excellent communication skills, ability to organize and present information; ability to use sound independent judgment; knowledge of research techniques and methods of data collection; ability to create and generate comprehensive reports, ability to collect and analyze data.

Pay: $50,523.20 - $67,932.80
