Career Description
The County is seeking an exceptionally experienced and customer service oriented Information and Data Resources Manager (Administrative Manager II) to lead the Information Resource Management team with providing support to critical systems that are necessary for the function of The County of Orange and its community.
THE OPPORTUNITY Under the direction of The Director of IT Business Information Services, the Information and Data Resources Manager will be responsible for the development and organization of the County's databases and the assessment and implementation of new technologies.
THE POSITION The Information and Data Resources Manager works directly with County program and IT management, and suppliers to ensure protective mechanisms, comprehension, and compliance with computing security requirements. The Information and Data Resources Manager is challenged to work with technical support, applications, and operations to help achieve a state-of-the-art environment that meets the enterprise's current and future business objectives. The Information and Data Resources Manager will
• Collaboratively work with County Departments to establish common data standards to enable the effective use and exchange of information.
• Provide enterprise data architecture enhancement support for the county’s executive information systems (EIS), decision support systems (DSS), and analytical computing objectives.
• Review and enhance the common architectural infrastructure that enables the effective exchange of countywide information for EIS, DSS and analytical computing.
• Recommend and implement the necessary tool set to support a corporate data architecture. This tool set to support the corporate data architecture includes analysis, design, maintenance, monitoring, tuning, automated testing, and security. Direct activities in support of the data architecture.
• Ensure that the infrastructure meets the customer’s analytical computing needs using On-Line Analytical Processing (OLAP), data warehouse, and/or data mart technologies.
• Provide logical data analysis and data repository design support to all application development efforts consistent with customer requirements and CEO/IT information architecture. Develop data views that meet the various information needs of the customer.
• Partner with stakeholders to develop, implement, monitor, and enhance data repository security policies and procedures for the protection of enterprise and departmental data from unauthorized access.
• Direct the design, implementation and test of operational databases, backup and recovery systems; database migration and archival systems and procedures.
• Research and resolve issues related to performance or database security.
• Recommend proper hardware and software implementations to improve software quality, efficiency and minimize cost.
• Oversee optimization and tuning of SQL code and systems.
• Direct and train staff: develop and maintain performance standards for each position, maintain adequate skills and knowledge levels, provide career development training.
• Ensure county IT architecture/databases, designs and standards are followed.

The Most Successful Candidates Will Possess
• BA/BS or preferably a Master's in information systems, computer engineering, or computer science.
• At least 10 years of work related experience.
Technical Skills
Demonstrated Experience:
• Implementation of enterprise data architectures supporting disparate business processes
• Development of data marts and data warehouses to support Online Analytical Processing (OLAP) and ad hoc reporting
• Knowledge of various database engines including Microsoft SQL Server, IBM DB2 and Oracle
• Organizing, communicating and analyzing information in designing, integrating and maintaining complex databases
• Understanding various technology disciplines as it pertains to business processes
• Conducting complex professional/technical research and analysis
COMMUNICATION
• Demonstrated exceptional communication skills to clearly discuss and convey Information Technology concepts and terminology with both technical and non-technical staff at all levels within and outside the Agency
• Demonstrated ability to write and present succinct and informative communication, which conveys clear and concise meaning
• Demonstrated ability to actively listen to others for meaning and clarification
• Experience supporting internal and external users including: telephone troubleshooting, hands-on training, and composing documentation for non-technical and technical personnel
• Oral presentation skills to effectively represent the Agency technical interests in an official capacity and interface with internal and external local government officials and community organization representatives
• Experience working effectively and collaboratively within an information technology governance model especially in the public sector
• Significant supervising and management experience in an information technology setting is expected

• Demonstrated track record for identifying and implementing technological improvements and innovations essential to meeting Agency goals, objectives, corporate policy, standards, and governance requirements
• Experience successfully rolling out a new program or performing a major program conversion for a significantly large group of users
