Position Summary Under supervision of the Probation Director, this position supports the mission of the Brown County Probation Department by promoting the safety of all citizens and assisting in building justice involved individual’s competencies through increased community collaboration. The STS program exists to provide a program for individuals to reduce jail time or receive alternative sentencing from the Courts. STS crews perform a wide variety of duties ranging from light duty cleaning and groundskeeping to labor-intensive projects; all projects are completed under direct leadership from the STS Crew Leader. The Crew Leader will lead the STS Crew by example and have the capability of performing required tasks. Crew Leaders are required to teach, train and demonstrate leadership to crew members on the job site. They inspect work, prepare reports, operate and maintain equipment and interact with various units of government and non-profit agencies. Work accommodates project sites and may include both weekend and evening work.
Essential Duties and Responsibilities • The Sentence to Service (STS) Crew Leader is responsible for effecting positive change in client behavior by interacting with clients in a professional manner and utilizing tools that enhance a client’s motivation to change. There is a responsibility to protect the public, maintain security and/or control of work sites; provide for the safety of staff, visitors and clients, and positively impact victims, clients, and the community. Expected to always be alert and report or intervene immediately according to department policy.
• Review all referral materials to ensure the client meets program criteria.
• Assure the client receives all program material and understands expectations.
• Describe projects and train clients in the safe and appropriate use of tools and equipment.
• Supervise clients to ensure maximum productivity, so that projects are completed efficiently, safely and with a high level of quality to meet court ordered obligations and provide a positive work experience.
• Provide leadership and direction by modeling positive work and societal values that reflect and promote good work ethics.
• Determine how many individuals are needed on each site depending upon physical demands and complexity of work and type of probationers needing assistance or more supervision.
• Maintain a safe working environment by ensuring safety equipment meets standards.
• Evaluate client abilities and assign tasks accordingly.
• Seek ways to motivate by teaching, building self-esteem, rewarding positive performance and correct poor performance.
• Assign appropriate tools for projects.
• Utilize a progressive disciplinary process to ensure appropriate client behavior.
• Administer first aid, arrange for additional medical care and complete appropriate injury paperwork in a timely manner.
• Transport clients to worksites.
• Conduct and document appropriate safety discussions.
• Recruit, plan, organize and schedule projects so daily work crews are best utilized, and benefits of crew labor are distributed to meet county and community needs.
• Receive and review project proposals to determine acceptability for STS program requirements.
• Select, prioritize and schedule crew projects.
• Ensure appropriate equipment is available and working appropriately.
• Notify the project manager of project completion.
• Interact as a partner with probation, courts, law enforcement and jail staff to ensure services are provided, status of referrals and issues are effectively communicated.
• Provide written, oral, and computer-generated reports to probation or jail staff regarding referral performance, attendance, problems and completions.
• Work cooperatively with all agencies and their staff.
• Complete administrative tasks.
• Prepare computerized reports to document project sites, hours worked, and clients served.
• Prepare reports regarding referral progress, failure and completion.
• Prepare incident reports in cases of injury or disciplinary problems.
• Complete / submit field purchase orders, mileage logs, gas receipts, and time records.
• Maintain current certification in First Aid and CPR.
• Maintain, repair, order and inventory STS equipment so that the necessary equipment is available, safe and in good working order.
• Keep the equipment secure, clean and in working condition.
• Order or make recommendations for purchasing equipment required for STS projects.
• Other duties asassigned or apparent.
• Regular attendance is required.
• Attend department/county-wide meetings and training, as needed.
• In an emergency, the County Administration can reassign an employee to ensure essential functions are maintained.
Qualifications Education:
• Associate’s degree in a related field, or related study plus one year of related job experience OR
• Three years of related work.
Other Requirements: • Valid MN driver’s license and ability to maintain such license.
• Pass criminal background test.
• Pass drug test.
• CPR and First Aid certification preferred or obtained within 90 days
• Safety training (provided by Brown County)
Knowledge, Skills and Abilities • Knowledge of Restorative Justice philosophy and Evidence Based Practices along with their applications through the STS program.
• Ability to develop a program sufficiently to maintain crew numbers and promote and recruit worksites and projects. The goal is to serve the community and give the client a sense of accomplishment and sense of “community”.
• Human relations skills to motivate and deescalate conflicts with crew members often resistive to authority.
• Communication skills sufficient to instruct crew members regarding expectations, safety procedures, tasks and performance evaluation.
• Technical skills sufficient to maintain and operate equipment and to perform tasks involving construction, forestry work, maintenance and environmental tasks.
• Physical strength and endurance to work alongside crew members performing tasks that include operation of chain saws, wood splitters and other power tools for up to eight (8) hours in a given day.
• Ability to read and write sufficiently to understand project plans and proposals, organize work plans, complete reports, and keep accurate records.
• Technical skill sufficient to do computer data entry, retrieve data and publish required reports.
Physical Demands and Working Conditions:
• The crew leader may be exposed to dust, dirt, fumes, gases, noise, moving objects, foul language and offensive behavior, and infectious diseases.
• Monitor crew at all times.
• Projects require various power tools and probationer abilities.
• Responsible for working in all types of weather and work sites.
• Probationers may have a history of anger issues and have committed a variety of offenses which may include assault, arson, criminal sexual conduct, alcohol/drug related, and property crimes.
• The crew leader is frequently required to stand, walk, sit, type, etc.
• The crew leader must have the ability to carry up to 15 pounds.

• County vehicle and trailer.
• Computer word processing and database programs.
• Copier, printer, cell phone.
• Chainsaw, wood splitter, weed whip, and other forestry equipment.
• Power tools and other electrical or motorized equipment.
Position is a Grade 6 with an entry hourly wage range of $26.29 to $29.47, DOQ. Position has a full earning potential of up to $37.05 per hour, DOQ.
