JOB INFORMATION Exempt; full-time; 40 hours per week; Monday – Friday; 8:00 a.m. – 5:00 p.m.; full benefits
This professional position is responsible for various accounting and financial reporting responsibilities in and for the Accounting Department, to include responsibility for regulatory reporting and accounting of certain assigned funds. Supervision is given to accounting staff; supervision is received from the Director of Accounting.
NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy. For external hires, offers are made at the base wage rate.

ESSENTIAL DUTIES AND JOB RESPONSIBILITIES • Compile and analyze financial data in accordance with generally accepted accounting principles and Governmental Accounting Standards Board (GASB)
• Perform analytic review of account balances of assigned funds to identify potential trends and/or indications of matters requiring investigation
• Ensure proper accounting transactions for assigned funds; review and/or perform reconciliation of all accounts of assigned funds
• Exchange accounting data between departments/divisions; meet with staff from other department/divisions to discuss accounts
• Reconcile all accounts and complete mandatory recording and reporting
• Supervise, hire, train, evaluate, and guide assigned team of staff
• Prepare various external financial reports as required by Federal and State agencies
• Assist auditors with financial audits; provide direct assistance to internal and external auditors
• Keep abreast of government financial methods, accounting practices, and all federal, state and local laws and regulations in specific areas
• Prepare financial statements, exhibits and notes, for assigned funds, for County’s Annual Comprehensive Financial Report
• Interpret federal, state, and local funding requirements
• Prepare financial projections
• As needed, prepare or assist County departments with their annual budget estimates
• Develop policies and procedures for the department and County
• Coordinate the preparation of various regulatory reports
• Represent the Accounting Department at meetings, workshops and other sessions related to assigned funds
• Perform other duties as required

QUALIFICATIONS AND REQUIREMENTS The qualifications/requirements, knowledge/skills/abilities and physical requirements or working conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
• Bachelor's degree in Accounting, Public Administration, Business Administration Finance, or related business field
• Minimum 7 years of progressively responsible accounting or financial management work experience
• Minimum 2 years of work experience supervising or directing the work of others
• Work experience utilizing automated accounting systems
• Intermediate skills in Microsoft 365
KNOWLEDGE / SKILLS / ABILITIES:
• Extensive knowledge of Government Accounting Standards Board Pronouncements, and Generally Accepted Accounting Principles
• Extensive knowledge in County, State and Federal financial and accounting regulations and rules
• Management and organizational skills that show an ability to prioritize tasks, work under time constraints, and demonstrate flexibility in an environment of multiple tasks and shifting priorities
• Skilled in research and analyses
• Ability to effectively organize work, determine priorities, including the ability to make decisions, problem solve and complete assigned duties with minimal supervision within established time constraints
• Ability to effectively supervise and direct the work of others
• Strong and effective mathematical and clerical skills, with the ability to accurately compile, prepare and verify detailed information
• Strong clerical and record-keeping skills, including the ability to accurately perform basic math and financial functions
• Ability to accurately compile, write and analyze financial statements and reports and to present financial information in clear, concise terms for varied audiences
• Ability to effectively access and utilize Microsoft Office Suite, Infor Financial System, Munis, Cash Pro Banking, e-mail, spreadsheet and other systems and equipment, and to learn new software as it is required
• Ability to test and troubleshoot software
• Discretion and good judgment in dealing with sensitive and personal information with ability to maintain appropriate confidentiality
• Strong and effective spoken and written (English) communication skills including public speaking skills and the ability to effectively prepare and present financial reports and information in clear, concise and effective manner
• Ability to establish and maintain effective working relationships with co-workers, user departments and their affiliates, auditors, and the general public
PREFERENCE MAY BE GIVEN FOR:
• Master’s degree in Accounting, Public Administration, Business Administration Finance, or related business field
• Experience working in a local government setting
• Possession of current CPA certification
• Possession of current CGFM certification
• Possession of current CPFO certification
• Experience utilizing INFOR Financial System
