Introduction
The Central Collection Unit (CCU), created by the legislature effective July 1, 1973, is an agency of the Department of Budget and Management based with the focal point for the collection of delinquent debts owed to the State of Maryland. The position is located within the IT section of the Central Collection Unit and is primarily responsible for designing, creating, and implementing source code; evaluating existing applications code, and performing updates, enhancements and modifications associated with the CCU’s Debt Collection Information System (DCIS). The DCIS is used to support over 600 State of Maryland agencies and debtors statewide. This position will also operate as the subject matter expert for CCU’s application code development, maintenance, and improvement, which currently consist of over 80 CCU file interfaces. The incumbent should have database and operating system experience and knowledge relating to system applications. Skills required are good organizational skills, debugging and problem-solving skills, and creativity in addressing solutions to business problems.

POSITION DUTIES
This position within CCU's IT section is primarily responsible for designing, creating, and implementing source code. This includes evaluating existing application code and performing necessary updates, enhancements, and modifications for CCU’s Debt Collection Information System (DCIS). The duties include:
• Lead the application system development lifecycle of new development solutions in support of agency business needs.
• Develop and implement application system design specifications, including SQL script development.
• Handle numerous projects and priorities using proven project management methodologies to ensure the quality delivery of solutions that meet agency business needs.
• Develop and customize systems and applications using technologies including, but not limited to Angular, .NET, JavaScript, SOAP and REST web services.
• Develop and maintain automated processes to assist with expediting repeatable processes.
• Test and ensure the usability of application systems prior to production launch. Anticipated including after-hours testing assignments.
• Document technical instructions regarding application system workflows and processes.
• Troubleshoot developed solutions, including responding to Incident and problem tickets.
• Communication and collaborate with other technical resources and stakeholders regarding status, technical issues, and creative solutions.
• Maintain compliance with DoIT security and privacy policies and standards for all solutions.
MINIMUM QUALIFICATIONS
Education : Bachelor's degree from an accredited college or university in Computer Science, Computer Information Technology, Management Information Systems, or related field.
Experience : Three years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software.
