Position Summary Accredited Minnesota Assessor including income courses required to list, value and classify property for ad valorem tax purposes, utilizing a CAMA program.  Responsible for direction and training of other office staff.  Field appraisal work, including quintile and new construction.  Analyze market trends.  Must provide reliable transportation.  Assist in the county assessment program.
Essential Duties and Responsibilities Responsibilities
• Supervise staff in CAMA program.
• CAMA controller for Assessor office.
• Quintile viewing in employee’s jurisdiction including all residential, commercial, industrial, multi-family, agricultural and exempt properties.
• View, measure, grade, and value new construction-residential, commercial/industrial, multi-family, agricultural and exempt.
• Study and analyze sales properties and determine with County Assessor the assessment plan for the following year.
• Perform special appraisals for disputed properties, generally for Board of Review.
• Process property splits, combinations, and new plats.
• Verify homestead status.
• Thorough knowledge of the MN property tax laws and assessment programs.
• Maintain good public relations with county staff, taxpayers, and business professionals.
• Attend Local Boards of Review.
• Knowledge and utilization of CAMA and GIS Systems, land programs.
• Maintain appropriate level of education for licensure.
• Work closely with local assessors on new construction and changes in township values annually.
Supervision
• Manages and directs the Department staff and the work activities of the employees in alignment with the vision and direction of the County.
• Provides effective supervision, training, and guidance for assigned personnel; is approachable; anticipates changes and manages challenges.
• Promotes teamwork and cooperation.
• Serves as a positive role model of successful performance and ethical conduct.
• Monitors and documents the work performance of assigned personnel on a timely and continual basis, conducts effective coaching, reviews performance, and takes corrective action whenever necessary.
• Delegates responsibility and authority.
• Responsible for scheduling work assignments, tracking, and approving hours of work.
• Conducts or oversees training for current and new employees to ensure established procedures are clearly understood and followed.
• Continually monitors results being achieved in assigned areas, providing the necessary tools, and coaching to create a cohesive team.
• Creates a working climate in which assigned personnel are motivated to develop their working knowledge, skills, and abilities, and demonstrates by personal example the desired standards of conduct and work performance.
• Other duties as assigned or apparent.
Qualifications Education:
• Associate’s Degree; or
• 1 year post secondary education and a minimum of 5 years experience; or
• Equivalent combination of education/training/experience.
Requirements:
• License: Accredited Minnesota Assessor.
• Eight weeks of Assessment and Appraisal classes as prescribed by the Minnesota State Board of Assessors.
• Uniform Standard of Professional Appraisal Practice (or another Board approved 15 hour USPAP course).
• 5 years of Assessment Experience.
• Oral interview with the State Board of Assessors.
• Relicensing Requirements:
• Continued Education requirements of 50 Continuing Education Hours (CEH's) every four years. (One CEH is 1 hour of participation in a State Board of Assessor’s approved course. The CEH’s must include one 4-hour ethics seminar and PACE (Professional Assessment Certification and Education.)
• Cannot be licensed if there is a failure to file a tax return, or if $500 or more is owed in delinquent taxes, penalties and/or interest.
• Must subscribe to the Code of Ethics set forth by the State Board of Assessors.
• Valid MN driver’s license and current insurance and dependable transportation.

Knowledge, Skills and Abilities • Knowledge and skill in clerical and accounting functions, Microsoft Office Suite, and computer database operation.
• Knowledge in math with an emphasis in statistical analysis.
• Ability to interpret a variety of instructions furnished in written or oral forms.
• Excellent oral and written communication skills.
• Ability to establish and maintain effective working relationships with others.
• Ability to work under limited supervision with general autonomy in determining how objectives are achieved.
• Required to have a high level of organization, effectiveness, and communication skills.
• Required to have a strong knowledge of laws and terminology related to property assessment, and statutes as established by the State of Minnesota.
• Serves as lead CAMA security officer.
• Completes tables and model changes to support market conditions as determined by sales study analysis.
• Expected to use experience and judgment to extract the necessary date from the CAMA system to identify any errors that if not found would lead to a tax miscalculation.
• Effectively provides guidance to Appraisers. Assists them with assessment plans to meet the requirements of the Minnesota Department of Revenue. Failure to meet the MNDOR requirements can result in State Board valuation adjustments. The property owner does not get notice of these until they receive their Truth in Taxation in November.
• The expectation is that the employee will have complete knowledge of all types of appraisal theory and the ability to appraise all property types.
• Independent judgment is needed when inspecting all types of properties to determine an appropriate value and classification.
• Has a strong ability to effectively use and administer all necessary departmental computer systems, business processes and workflows, including the use of field cards, and office forms.
• Completes complex appraisal work, conducts field inspections, analyzes, lists, values and classifies assigned real, personal, and exempt properties to ensure that complex and challenging properties and property types are appropriately assessed.
• Required to have a strong knowledge of laws and terminology related to property valuation and assessment, and statutes as established by the State of Minnesota.
• Ability to work under heavy workloads with accuracy.
• Experience planning and prioritizing work to meet statutory deadlines.
Position is a grade 10 with an entry hourly wage range of $31.95 to $35.83, DOQ.
