The position is responsible for the day to day supervision of parole officers, clerical staff and to address office management issues. Provides guidance to Parole Officers regarding case management and risk reduction efforts. Ensures compliance with policy and personnel guidelines and addresses any issues that arise. This position serves as both a line supervisor and mid-level manager. In addition to supervisory responsibilities, is responsible to provide input and/or address issues regarding Departmental operations and staff. Will have frequent contact with various community resources and law enforcement agencies. Duties may include the facilitation of resource or treatment groups. Job Responsibilities may include but are not limited to the following: Responsible for the day to day supervision of field staff in an assigned work unit that may consist of POI, POII and support staff. Reviews and evaluates the work of staff under his/her direct supervision. Supervision responsibilities include but are not limited to office management duties, providing guidance regarding case management, conducting case reviews, addressing personnel issues and the preparation of employee performance reviews. Responds to inquiries from staff regarding problems or conflicts effecting office operations or efficiency. Responds to citizen inquiries and complaints. Knowledgeable about evidence based practices in corrections and proficient in the use of risk reduction techniques such as motivational interviewing or cognitive tools. Utilizes and demonstrates proficiency in risk reduction skills including motivational interviewing and cognitive strategies. Provides assistance, direction and case management guidance to PO’s and serves as a role model in the use of risk reduction techniques. Assists with difficult cases and serves as PO if needed due to staff absence. As needed, provide supervision services to offenders including but not limited to counseling regarding employment, housing, availability of community resources and other personal and social factors. Maintains Level of Service/Case Management Inventory (LSCMI) certification. Proficient in the use of OMIS and ATHENA. Makes final determinations regarding the rejection of release plans. Communicates with facility staff as needed to facilitate offender release and reintegration. Assigns or oversees the assignment of new cases to PO’s. Develops or maintains community resources and available re-entry programs. Determines the issuance of Arrest and Detain Orders, and issuance of Parole Violation Warrants. Provides input regarding offenders returns to prison or the continuance of parole as an alternative to revocation. As delegated by the Parole Director, is responsible for deciding whether to proceed with the Preliminary (Morrissey) Hearing process and revocation. Monitors the revocation process and the accuracy and completeness of revocation packets. Assigns hearing officers and /or conducts preliminary hearings. Reviews, and approves good time delinquent waivers to be processed. Completes case transfer or case file reviews as required by IMPP. Monitors for quality control as well as case management issues. Reviews appropriate documents to assure OMIS movements have been completed in accordance with existing directives. Assists the Parole Director with administrative duties involved with the operation of the unit or region. In the absence of the Parole Director, may be designated to assume responsibility for the supervision of staff assigned to the region. Communicates with the Parole Director regarding operations, offender activities, personnel issues or any significant events. Serves a leadership role in the region and the Department. Interprets policy and administrative issues for staff and provides support regarding KDOC initiatives. Conducts or attends supervisors, regional, and unit meetings to assist in the interpretation and dissemination of Community and Field Service rules, regulations, policies and procedures. Provides or assists with staff training as necessary or requested. Serves on committee's and/or completes special projects as requested. Performs travel to various locations as necessary. Represents the Department in community education and public relations. May act as after-hours duty officer. Performs other duties as required. Qualifications Education : Bachelor's Degree or substitution Licensing & Certification : Valid driver's license. Become certified as a Parole Officer by the Secretary of Corrections and in Level of Service/Case Management Inventory (LSCMI) within one-year of hire if not previously certified. Minimum Qualifications : A Bachelor’s Degree with major coursework in criminal justice, social sciences, or behavioral sciences, and two years of experience working with offenders in corrections, parole, or law enforcement. Additional experience may be substituted for the required education as determined relevant by the agency. Substitution: Completion of 60 semester hours of coursework from an accredited college or university, including 12 hours in corrections, criminal justice, the social sciences, or the behavioral sciences, and three years of experience in the field of corrections (in addition to the two year's experience listed above for a total of five year's experience). Basic terminology and concepts of parole, including but not limited to case management, risk reduction, and evidence-based practices. Departmental policies and procedures. Interstate Compact Standards. Ability to establish and maintain effective working relationships with subordinates, supervisors and others. Ability to communicate information concisely and accurately.
