Help Duties
• Supervise and provide technical guidance and advice to junior and senior contract specialists on all aspects of pre and post-award acquisition and contract activities, leading the operations of various acquisition activities and teams.
• Assess developmental and training needs and provide guidance and direction to contract specialists in meeting training and certification requirements.
• Plan, organize, and direct all team functions which includes establishing short-term and long-term goals, and assigning and tracking workload. Providing comprehensive direction in effecting the overall activities, including the interpretation and implementation of policies and procedures of all phases of the procurement process.
• Develop procedures to review contract actions for conformity to laws, regulations, and policies and ensures the accuracy of procurement data reported to federal information systems.
• Direct acquisition planning in conjunction with the Contracting Officers and Contract Specialists, program officials, and other mission partners.

Background Investigation : If you are selected for this vacancy, you must undergo a pre-employment fingerprint check and background investigation. Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
BASIC REQUIREMENT(S) :
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions*, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: 1. Serving as a warranted Contract Officer responsible for legally binding contract decision-making, specifically planning, negotiating, awarding, and administering procurements inclusive of all types under the Federal Acquisition Regulation (FAR), specifically experience with FAR Part 8, Part 12, 13, 15, 16, and 37., AND;
2. Evaluating and applying regulations, official guidance and principles, and directives pertaining to contracts and acquisition, including the latest procedures and techniques to oversee the technical aspects of acquisition services AND;
3. Providing leadership or management to a team of contract specialists in all aspects of acquisition processes including the oversight of a full range of contract functions and actions, specifically the planning, solicitation, negotiation, source selection, award, administration, protests, terminations, and close out of contracts AND;
4. Advising Contracting Officers and Contract Specialists, program officials, and other mission partners on acquisition strategies, acquisition planning, conducting market research, and regulatory compliance.
Selective Placement Factor:
In addition to the minimum requirements, the following certification is determined to be essential to perform the duties and responsibilities of a particular position. Applicants who do not meet a selective placement factor are ineligible for further consideration.
1) Completion of FAC-C ( Professional ) or legacy FAC-C Level III Certification, OR;
2) Completion of DoD Contracting Professional Certification
Selective Placement Factor Verification:
- Applicants must attach/include a copy of their FAC-C Professional certification and/or a most recent Defense Acquisition University (DAU) /FAI Cornerstone on Demand Continuous Learning Individual Progress Dashboard.
- Applicants with a DoD Contracting Professional certification must possess an active DoD Contracting Professional Certification and attach a copy of the certification and a current copy of the Acquisition Career Record Brief transcript.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
