Position Summary The Communications Lieutenant is a task-saturated position with many different responsibilities in different segments of the Sheriff’s Office. Responsible for administratively directing and managing Brown County’s 911 Dispatch center, law enforcement communications systems and the E9-1-1 systems. Project management for the development and design of required dispatch communications systems.Coordination and problem resolution between emergency service providers. To supervise the activities of dispatch including work structure, scheduling and training and participate in hiring, interviewing and evaluating dispatchers and records personnel. Additional responsibilities include, but are not limited to, assisting with budget development for the department, serving as bailiff, and the Emergency Management Deputy Director.
Essential Duties and Responsibilities Duties and Responsibilities :
• Administratively plans, organizes, directs, and coordinates the countywide E9-1-1 emergency communications center including the management of facilities, equipment, resources, and staff.
• Provides project management of new communications systems.
• Establishes and interprets emergency policies, procedures, and operating standards. Continually monitors and evaluates system efficiency in handling requests for services. Diagnoses system deficiencies and recommends procedural upgrades and or equipment revisions.
• Consults with, assists and advises user representatives and emergency service providers to obtain required coordination, support, and problem resolution for communications operations.
• Supervises the activities of dispatch including work structure, scheduling, training, overtime and complaints. Participates in hiring, interviewing, reprimanding and evaluating dispatchers and records personnel.
• Responsibility for compliance with regulatory standards and statutes to maintain required certifications for systems operations as well as data practices with regards to records and digital information. Maintains FCC licensing.
• Provides project management for the development and design of required dispatch communications systems.
• Develops and reviews specifications and proposals for equipment to be procured and used in dispatch.
• Assists in the annual budget preparation for the Sheriff’s Office, 911 budget, as well as 911 audit preparations.
• Carry a phone and be on call 24/7/365 days a year. Be able to make sound decisions when staff calls at all hours of the day and night with situations that need immediate resolution.
Emergency Management Duties:
• Serves as Emergency Management Deputy Director by assisting the Emergency Management Director with implementation of the County Emergency Management Program through plan development and implementation.
• Provide Assistance and guidance to other County, Township, and City Departments toward the development of their emergency plans as needed.
• Verifies E911 addressing placement
• Assists the Emergency Management Director with grant application preparation and Quarterly Reports.
• Assists the Emergency Management Director with Mass Notification System and IPAWS
• Assists in putting out press releases and social media posts for the Sheriff’s Office, Red Flag and burning bans, lake and river restrictions due to unsafe ice conditions, and advisories due to weather and/or road conditions.
• ARMER fleet map maintenance for all Brown County Disciplines.
• South Central Regional Radio Board representative for Brown County.

• Provides effective supervision, training, and guidance for assigned personnel; is approachable; anticipates changes and manages challenges.
• Promotes teamwork and cooperation.
• Serves as a positive role model of successful performance and ethical conduct.
• Monitors and documents the work performance of assigned personnel on a timely and continual basis, conducts effective coaching, reviews performance, and takes corrective action whenever necessary.
• Delegates responsibility and authority.
• Responsible for scheduling work assignments, tracking and approving hours of work.
• Conducts or oversees training for current and new employees to ensure established procedures are clearly understood and followed.
• Continually monitors results being achieved in assigned areas, providing the necessary tools, and coaching to create a cohesive team.
• Creates a working climate in which assigned personne lare motivated to develop their working knowledge, skills, and abilities, and demonstrates by personal example the desired standards of conduct and work performance.
Other duties:
• Serving as bailiff as needed and other duties as assigned or needed.
• Assists in dispatch.

Qualifications Education:
• Associate’s degree in Criminal Justice, Information Services, Emergency Management, Business Management or related field plus 6 (six) years’ experience as a 9-1-1 dispatcher or related field; or
• Bachelor’s degree in Criminal Justice, Information Services, Emergency Management, Business Management or related field plus 4 (four) years’ experience as a 9-1-1 dispatcher; or
• Eight (8) years of experience as a 9-1-1 dispatcher or related field.
Requirements: • Must be in good standing performance with management.
• Must possess a valid driver’s license and be able to drive in the state of Minnesota.
• Successful completion of background check and criminal history review.
• First Responder (48hours).
• First Responder refresher course every two years (16 hours).
• BCA Teletype Certification (24hours).
• BCARe-Certification test every two years.
• Ability to complete Minnesota Emergency Management Certificate (HSEM) and Core NIMS training (ICS 100, 200, 300, 400, 700, 800)
• Supervisory experience.
• Financial experience.
Knowledge, Skills and Abilities • Thorough knowledge of the principles and practices of modern law enforcement administration, organization and operations.
• Ability to plan and check the work of subordinates.
• Ability to guide, lead, train and assign work to other personnel in a manner conducive to efficient performance and high morale.
• Ability to analyze operating records and reports for the planning and development of Office activities and programs.
• Ability to delegate details to others, supervise and control their activities.
• Ability to apply good judgement and practical sense to the work of the Sheriff’s Office with an aptitude for leadership.
• Knowledge of the street and highway system and geography of the county,or the ability to acquire such knowledge in a reasonable period of time.
• Ability to learn and strictly observe established procedures,rules,and regulations relevant to law enforcement communications.
• Ability to speak clearly in a well-modulated voice and to deal with the public, officials, and other employees in an acceptable manner.
• Ability to treat law enforcement matters confidentially.
• Ability to use a dispatch radio to communicate effectively, presenting information clearly and accurately.
• Ability to develop skill and speed in the operation of telephone, radio, and teletype equipment; keep and maintain accurate records.
• Ability to analyze emergency calls and respond to the call calmly, quickly and accurately; ask specific questions to get results.
• Must be able to make decisions quickly and meet deadlines.
• Proficient in technical troubleshooting of dispatching operating systems (dispatch console, 911 system, CAD, GeoComm mapping, RapidSOS mapping, logger, paging, outdoor sirens, etc)
• Implementation of new policies based on new statutes and/or requirements (Travis’ Law, T-CPR)
Position is a Grade 14 with an entry hourly wage range of $38.84-$43.54, DOQ.
