Description
To oversee and coordinate e-public information activities designed to ensure open avenues of communication and promote public understanding and support for City activities and objectives via the Internet; create and edit web content; organize and coordinate web development efforts to represent the City of Reno’s position and issues to the public; work with Communications and Technology Department and vendors to design and implement web sites and performs related work as required; Implement program goals and objectives; and to perform a variety of administrative tasks in support of assigned area of responsibility.
DISTINGUISHING CHARACTERISTICS
This position will be responsible for the development, maintenance, and design for the City’s internet and intranet web sites. The incumbent will be responsible for collecting the departments’ and users’ requirements for internet and intranet web sites, and web enabled database applications, requirement analyses, specifications generation, graphic design and layout, screen prototyping, mapping the business processes to databases, programming for the implementation, maintaining the documentation, and coordinating product testing. This individual must have substantial knowledge of city government and government processes and exceptional writing and communication skills. This individual must be able to work in a team environment to fulfill above requirements.
Note: This is an at-will appointive position exempt from the City of Reno’s Civil Service system.
Examples Of Essential Functions
Oversee and coordinate public information activities designed to ensure open avenues of communication and promote public understanding and support for City activities and objectives via the City’s website and Intranet.
Recommend and assist in the implementation of goals and objectives; establish schedules and methods for providing public information services; implement policies and procedures associated with the City’s website.
Monitor program performance; recommend and implement modifications to systems and procedures.
Work with department representatives and City public information staff to prepare and distribute fact sheets, news releases, photographs, flyers, brochures and video content to media representatives to keep the public informed of City programs, accomplishments and points of view via an e-news room on the City’s website.
Maintain awareness of new developments in the field of public communications; incorporate new developments as appropriate into programs.
Maintain web site documents, templates, and graphics; produce and posts web pages; oversee and participate in web site content and web site editing.
Provides consultation to user departments; provide critical information to external customers.
Provide training and technical support to designated departments; maintain existing programs; answer technical questions from users.
Assign, review, participate in and coordinates the work of contract staff; may supervise and train subordinate staff; conduct performance evaluations and carries out disciplinary action as necessary; participate in the selection of new employees.
Perform updates of the site including graphic enhancement, content, photographs and other graphic documents; maintain and incorporate new web technology, features, and functions into the sites.

KNOWLEDGE, SKILLS & ABILITIES
Knowledge Of
Basic operations, services and activities of a public information or communications program.
Principles and practices of copy writing, editing, video production, news gathering and journalism.
Extensive knowledge of City Government.
Knowledge of web maintenance including knowledge of HTML and computer generated graphics.
Working knowledge of principles of training and development for adults.
Working knowledge of principles and practices of supervision.
Modern office procedures, methods and equipment including computers.
Pertinent Federal, State and local codes, laws and regulations.
Ability To
Coordinate and direct public information programs associated with the Internet and Intranet.

Write, edit and format articles and other informational pieces used on the City’s website.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work.
Maintain web sites working with vendors and department users.
Implement standards and guidelines for web sites and web page maintenance.
Work independently within established guidelines.
Coordinate functions and activities between user departments and divisions.

Plan and prepare technical reports, memoranda and instructional manuals as documentation of program development.
Experience
Minimum Qualifications
With Bachelor's Degree: three years increasingly responsible work experience in communications/public relations, computer science, web site development or related field.
Without Bachelor's Degree: five years increasingly responsible work experience in communications/public relations, computer science, web site development or related field.
Training
Equivalent to a Bachelor's degree from an accredited college or university with major course work in Communications, Public Administration, Graphic Design highly desirable, or a related field.
License Or Certificate
Possession of a valid driver's license issued by the State of Nevada within 30 days of employment with the City of Reno.
Supplemental Information
THE EVALAUTION PROCESS
Based on a training and experience evaluation of the applications submitted, the most qualified candidates as determined by the City will be invited to participate in the assessment process in Reno. The assessment will consist of a series of exercises and interview with a panel of subject matter experts. The top candidates as determined by the assessors will be recommended to the appointing authority for final consideration and possible appointment.
The Compensation
The City of Reno is offering an excellent salary and benefit package. The salary range is $51,552 to $67,490 under a pay for performance plan which offers the potential to earn an additional bonus up to $74,238.
THE COMMUNITY
Reno, The Biggest Little City in the World, is the largest city in northern Nevada and the third largest in the state with a population of 204,000. Sparks, with a population of 80,000, lies east of Reno. The metropolitan area, with a total population of nearly 400,000, is located on the eastern slope of the Sierra Nevada Mountains at an elevation of 4,500 feet. Reno is thirty miles from Carson City, the State Capital, and thirty six miles from Lake Tahoe, renowned for its skiing, hiking, and boating.
The City also enjoys being home to many special events such as “Artown” (the largest single cultural event in America), the Reno National Rodeo, Hot August Nights, the Great Reno Balloon Race, the National Championship Air Races and Street Vibrations.
THE ORGANIZATION
