Electrical Inspector I or II - North County - R15271
Description
This position is open only to current career service members of the WSNA bargaining unit employed by King County government.
The person filling this 60% time position works collaboratively with Public Health Center management, program management, the medical director, nursing administration and others to identify, plan and implement improvements in the operational functioning of our clinical systems in order to improve the quality and/or safety of the care delivered and client access to services.
Examples of Duties
• Evaluate current performance and identify opportunities for Public Health clinical system and access improvements, including client access across programs and access for special populations. Lead collaborative work group(s) and facilitate progress on identified Public Health clinical system improvements. Provide intensive resources and support to site staff during clinical improvement efforts.
• Secure funding from outside agencies through grant writing, partnerships and interagency agreements.
• Plan and implement training and provide technical assistance and nursing consultation to Health Department staff, health providers, policy makers and personnel in other community and governmental agencies.
• Develop policies, procedures and strategies to address specific Public Health clinical health care services delivery system improvements. Develop written tools to support training and facilitate implementation of improvements. Support maintenance of clinical systems improvements.
• Collect, analyze and interpret data, as well as research “best practices” regarding clinical systems, and present to internal leaders to inform their decision-making on policy and procedures. Conduct ongoing, in-depth assessments and evaluation of each public health clinic’s progress meeting objectives and systems improvements goals. Maintain clinical access update reports
• Document and report clinical systems and operational improvements process and progress to Public Health Community Health Services leadership.
• Collaborate with, provide leadership to and otherwise involve stakeholders (e.g., community leaders, providers, colleagues) and affected populations in assessing health needs of specific populations or geographic areas and in developing strategies and specific programs to address public health issues and community needs.
Qualifications
• Bachelor’s degree in Nursing Science from a school of nursing accredited by the National League of Nursing or the equivalent.
• Current Washington State license as a Registered Nurse.
• Master’s degree in nursing or public health and/or extensive training and experience in a relevant specialty area of nursing.
• Advanced knowledge of the concepts, principles and factors impacting clients' abilities to access health care services.
• Demonstrated ability to evaluate clinical systems; identify areas of improvement; and implement changes to meet existing community standards and/or identify emerging trends or technologies in clinical support systems.
• Knowledge of best practices as related to public health care service delivery and the effect on individual health.
• Advanced knowledge of clinical systems, nursing process, clinical care teams and components of a medical visit; public health nursing process and principles; health promotion and disease prevention principles.
• Demonstrated knowledge of quality improvement/assurance principles and practices in a healthcare setting.
• Demonstrated ability to work effectively with, facilitate and/or lead a multi-disciplinary, cross-sectional team.
• Ability to make presentations, conduct trainings and presentations, facilitate discussions and workgroup progress.
• Knowledge of Washington State law relating to nursing care (WAC 18.79) and federal health care regulations; professional ethics related to delivery of nursing and allied health services; community, professional and educational resources; adult learning principles; leadership practices; historical development, structure, and interaction of public health and individual health.
• Ability to analyze complex data and draw conclusions needed; write persuasive policy papers and funding proposals; communicate and maintain working relationships with diverse populations.
• Demonstrated ability to work in an environment with matrixed reporting relationships.
• Excellent verbal and written communication skills.
• Knowledgeable about standards of culturally, linguistically appropriate services (CLAS standards). Skilled in creating appropriate educational and resource materials. Skilled in the application of adult learning principles.
• Skilled in program planning, implementation and evaluation, training principles and methods, needs assessment, design and evaluation.
• Ability to prioritize and complete multiple tasks simultaneously.
• Must be able to travel in a timely manner to multiple locations not well served by public transportation.
Desirable Qualification
Demonstrated knowledge and experience with facilitating and/or leading changes across multiple programs.

• Public Health relies on office automation (Microsoft Office) and web-based enabled tools, therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work.

• Staff may be required to play an active role in the event of a public health emergency, which may include changes in responsibilities and working hours.

Hire date through end of year 4: accrual at 12 days per year (available after first 6 months of employment)
Beginning of year 5: accrual at 15 days per year

Beginning of year 17: accrual at 22 days per year

Sick Leave is accumulated at the rate of one day per month. There is no restriction on the amount of sick leave that can be accumulated and carried over to subsequent years.
A Wellness Incentive allows employees to convert 16 hours of unused accrued sick leave to 2 vacation days if 33 or fewer hours of sick leave are used in the calendar year.

Longevity Premium: Full-time regular and part-time regular nurses are entitled to the following longevity premiums based upon their length of service with the Department. (Does not apply to Nurse Managers)
After 8 years (96 months) of service - 2% above current pay
After 10 years (120 months) of service - 3% above current pay
After 12 years (144 months) of service - 4% above current pay
After 15 years (180 months) of service - 5% above current pay
After 17 years (204 months) of service - 6% above current pay
After 20 years (240 months) of service - 7% above current pay
Shift Differentials: Employees that work in a 24 hour facility who are scheduled to work evening or night shifts will receive a shift differential. All other employees will receive the evening shift differential for all hours worked after the normal business hours of 5:00p.m. (Does not apply to Nurse Managers)
Evening Shift: $2.50 per hour
Night Shift: $4.00 per hour
Weekend Premium: Employees that are scheduled to work on weekends will receive a premium pay of $4.00 per hour for all regular hours worked. (Does not apply to Nurse Managers)
