Incumbents in this position are covered under Civil Service and/or represented by a bargaining unit (Stockton City Employee's Association-SCEA PROFESSIONAL AND TECHNICAL).

Public Works Department is responsible for Stockton's street maintenance; street lighting; city fleet maintenance; street cleaning; garden waste pick up; recycling; engineering planning, design & construction, traffic planning, engineering & management; development review and capital improvement program project delivery.
The Engineering Division of the Public Works Department is seeking to fill six (6) Engineering Positions at the Junior, Assistant, Associate, or Associate Civil Engineer levels. A candidate can be hired at any one of these levels depending on qualifications. Three (3) positions will be in the Development Services Section, two (2) positions will be in Capital Improvement Program Section, and one (1) position will be in the Traffic Engineering Section.
Under general supervision, performs a variety of professional civil engineering or surveying field and office work of a routine to complex nature, including development review, design and/or inspection of public works projects, and design and modification of traffic control devices; may develop recommendations for coordinating traffic improvement projects; performs related duties as assigned.
CLASS CHARACTERISTICS
This is a deep class in which incumbents may be assigned to any level, provided that they possess the required education, license and experience, and successfully demonstrate proficiency which meets the qualifications for the class to which they are to be assigned.
PRINCIPAL DUTIES (Illustrative Only)
• Reviews, examines, and evaluates subdivision master plans and improvement plans for water, sewer and storm system compliance with City standards and codes and/or the Subdivision Map Act.
• Reviews and/or prepares subdivision agreements, parcel and subdivision maps, legal descriptions, correspondence, and/or plans and specifications for public works and private projects.
• Designs, prepares, and/or reviews drawings and engineering specifications for routine to complex capital improvement projects and/or other public works construction projects such as streets, water facilities, storm drainage, traffic signal, sanitary sewers, sidewalks, and street lights.
• Conducts contact bid openings for public works projects, including review and approval of bid documentation; administers applicable ordinances relating to project requirements.
• Performs the more complex construction inspections to confirm contractual compliance to engineering and construction standards.
• Reviews and writes legal descriptions and record of surveys and certifies accuracy and compliance with the Land Surveyors Act.
• Verifies contract compliance of Capital Improvement Projects and subdivision improvements for final acceptance by the City.
• Develops or assists in the development and implementation of computer applications related to survey work.
• May plan, organize, and oversee City survey work and/or direct the work of field survey crews or multiple parties in conducting preliminary, location, construction, property, topographic, and other precise surveys.
• In the capacity of registered Land Surveyor, signs maps, legal descriptions, and other documents as required.
• Assists in the development of advanced planning and budgets for capital improvement projects; prepares required Council agenda materials and other written documentation.
• Performs routine to difficult engineering analysis, evaluation and design of plans for traffic control devices and channelization; oversees the installation of the more difficult plans.
• Researches, reviews, analyzes and makes recommendations concerning engineering, project costs, operations, and control aspects of major land development proposals including EIR's and other documentation.
• Researches and recommends methods of financing various improvements, including the use of assessment districts and areas-of-benefit.
• Evaluates and responds to public requests for traffic control device changes; prepares recommendations and necessary correspondence.
• Coordinates and establishes priorities for the maintenance of traffic control devices and street lighting.
• Confers with a variety of public and private officials on traffic related issues; interprets and administers applicable laws and ordinances.
• May function as project engineer or project leader on civil or traffic engineering projects.
• May coordinate, direct, review and evaluate the activities and performance of assigned staff.
Qualifications
Education/Experience:
Possession of a Bachelor’s degree from an accredited four (4) year college or university with major course work in civil engineering or a closely related field, or possession of a valid California registration as a Licensed Land Surveyor and two (2) years of engineering experience in design, development review, construction, or traffic planning or operations.
Other Requirements
Must possess a valid California driver’s license. Specified positions may require a willingness to work out of doors in all weather conditions and physical strength to lift and carry equipment weighing up to 60 pounds.

• Dealing tactfully and effectively with the public, City staff, engineering firms, contractors, developers, manufacturers and outside agencies;
• Preparing clear, concise and accurate reports and correspondence;
• Analyzing complex civil and/or traffic engineering data and reports, evaluating alternatives and reaching sound conclusions;
• Analyzing complex field surveying problems, evaluating alternatives, and reaching sound conclusions;
• Understanding, interpreting, preparing, and recording survey data, field notes, maps, legal descriptions, and related documents.
The Examination: Applicants who qualify in terms of relevant work experience and education, that best fit the needs of the City, will be invited to participate in the examination process. The examination process may include written and/or a structured practical examination, weighted 100%. However, the City reserves the right to utilize alternative testing methods if deemed necessary. Candidates must receive a minimum passing score of 70%, as determined by the relative performance of all candidates in all portions of the examination.
