This Managing Engineer position manages all engineering and maintenance functions at the airport. The position requires a passion for and knowledge of aviation and engineering design and practices.

Work schedule: This position is exempt from the provisions of the Fair Labor Standards Act, and is not overtime eligible. The workweek is 40 hours, normally Monday through Friday.
Job Duties
The following examples are intended to describe the general nature and level of work performed by person assigned to this classification. Duties include but are not limited to:
• Directs the implementation of capital improvement projects including the review and approval of the design and contract documents, project schedules and budgets, and project construction activities for complex projects involving multiple dimensions and/or specific FAA airfield requirements.
• Directs the preparation of bid documents, contract negotiations and change orders and interprets contract requirements and monitors compliance.
• Serves as signatory approval of engineering designs, construction submittals, change proposals and acceptance of work products.
• Administers consultant contracts (architects and engineers) including: soliciting and selecting consultants; administering design agreements; defining the scope of work; review of work products for compliance with contract documents and payment requests.
• Directs engineering and maintenance services related to the Airport’s operations including: evaluating Airport’s compliance with FAA standards, maintaining project records and facility drawings, reviewing and preparing lease exhibits, and evaluating construction for compliance with engineering design and reviewing and approving tenant development projects.
• Manages and prepares design of Airport facilities including airfield markings, lighting and signage, utilities, roads and airfield pavement.
• Ensures regulatory compliance of Airport facilities, operations and projects including with FAA operational standards, Washington Model Toxics Control Act, WSDOE storm water permitting, County DDES and Fire Marshal codes, WSDOE underground tank regulations, and PSACPA permits.
• Provides signatory authority for regulatory and local code documents.
• Participates in the Airports annual budget process including preparing budget documents in support of the Airport’s Capital Improvement Projects.
• Projects budget proposals involves evaluating facility requirement, preparing cost estimates, prepaing project scopes, ensuring procurement of the required products or services, tracking construction and maintenance projects, and preparing status reports and long term planning documents.
• Supervises assigned engineering and maintenance staff. Evaluates staffing needs; prepards annual budget proposals to support staffing needs, provides guidance and direction to engineering staff; assigns responsibilities and authority to subordinates; develops and implements policies and procedures; participates in hiring of staff, and employee grievance and conflict resolution.

Experience, Qualifications, Knowledge, Skills
• Bachelors Degree from an accredited college/university in Civil Engineering or closely related field.
• Five (5) years of progressively responsible professional civil engineering experience, including three (3) years of experience managing or leading projects, programs or work groups, and experience demonstrating the ability to deal tactfully with the public are preferred.

• Proficient computer skills with intermediate to expert knowledge and experience with the following applications: Microsoft Word, Microsoft Excel, Microsoft Outlook, Internet (Explorer), calendar/e-mail (Outlook).
