General Job Description
This position reports to the Budget Director in the Budget Division. Performs advanced administrative support or technical assistance work in supporting division staff. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. 1. Accurate and timely performance of the following duties: telephone coverage, leave accounting, mail distribution, file maintenance, travel coordination, purchasing and supply maintenance, personnel actions, clerical support to the division, printing requests, and coordinating meetings. 2. Maintains procedures and documents including publishing on the agency internal web site. 3. Prepares travel vouchers. 4. Maintains tracking logs for division deliverables. 5. Prepares division correspondence and assists with the preparation of financial documents, such as the Annual Administrative and Program Strategic Budget. 6. May assist in the preparation of ISAS entries. 7. Acts as the record retention coordinator for the division including the scanning of work documents. 8. Responds to open record requests in accordance with agency policies and the Public Information Act. 9. May assist others in the division with their duties as time permits. Performs other duties as assigned. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.
Minimum Qualifications
Education: Graduation from an accredited four year college or university.
Experience: One (1) year experience in office practices and administrative support including interpreting and applying organizational operating rules, regulations, policies, and procedures. PREFERRED EXPERIENCE: State agency experience; Leave Accounting using USPS; Budget Management; Content Service (scanning and indexing); PIR (Public Information Requests); and Microsoft Office (Word, Excel and PowerPoint).
Substitution: Each additional year of related experience above the required minimum may substitute for education on a year-for-year basis.
Travel: 2%
Note: A practical exam may be administered at time of interview.
Knowledge, Skills, And Abilities (KSA's)
Knowledge of: generally accepted business practices and procedures involving customer service; State of Texas Leave Policies; USAS (Uniform Statewide Accounting System); ISAS (PeopleSoft); Content services (FileNet); Travel; Budget; and PIR (Public Information Request).
Skill in: standard office equipment and Microsoft Office (Word, Excel, PowerPoint). maintaining database and tracking systems; written communication using proper grammar and language; editing correspondence and reports; interpersonal and organizational skills.
Ability to: deal effectively with members of the public and agency staff; maintain confidentiality of personnel and other sensitive information; perform duties responsibly and meet deadlines; identify and resolve problems; interpret and follow instructions; communicate effectively with internal and external clients; provide technical assistance or support to customers using the telephone and electronic mail; maintain supply inventory; research, compose, design, or edit publications such as the Annual Administrative and Program Strategic Budget; develop and coordinate meetings; develop, coordinate and maintain record keeping and filing systems; establish and maintain good working relationships with agency staff.

Salary Is Dependent On Qualifications.
Positions exempt from the Fair Labor Standards Act (FLSA) will earn compensatory time off rather than overtime for hours in excess of 40 per week. May be required to work hours other than 8 to 5. May be required to work weekends and holidays.

Health Insurance: After a brief waiting period, your health insurance is paid by Texas Education Agency. You pay 50% of the cost of dependent coverage.

Retirement: You and Texas Education Agency each contributes 9.5% of your gross salary into a defined benefit retirement plan.

Vacation leave: Effective your first day of work, you begin accruing vacation leave. Your rate of accrual increases based on length of employment. You may use accrued vacation leave once you have completed six months of continuous state service.
