Works closely with city departments, TXDOT, consultants and engineering firms in reviewing of site developments, subdivisions and major roadway plans concerning traffic operations, signing, signals, pavement markings, traffic impact analysis, access management, street lights and roadway design and preparing department review comments. Performs a variety of traffic engineering duties including the preparation of design, specifications and plans related to traffic signals, signing, pavement markings and traffic control systems.
Essential Functions/ Job Competencies/ Physical Requirements
KNOWLEDGE, SKILLS AND ABILITIES:
• Knowledge of mathematics and science required for design, computations and analysis of plans, specifications and survey data.
• Knowledge of the principles and methods of administration, organization and supervision.
• Knowledge in customer service, public relations, computer information systems, communications, organization databases.
• Knowledge in the application of basic accounting principles necessary to accomplish financial management tasks such as preparing budgets, monitoring program costs and project cost estimating.
• Ability to analyze, organize and manage public works projects.
• Ability to prepare a variety of clear, concise and technical reports.
• Ability to maintain good health and physical condition sufficient to permit the full performance of the duties of the position.
• Ability to plan, direct, and supervise the work of subordinates.

Physical Requirements And Work Environment
Work is performed inside an office and outside exposed to a variety of weather conditions and to outdoor elements, such as: dust, and dirt. Work involves rotating shifts and working extended workdays outside the regular working hours and on-call status; Capable of working closely with others or alone, and with moving objects or vehicles. with moderate traveling by car; Work requires grasping, bending, standing, sitting, kneeling, pushing, stooping, reaching above shoulders, climbing stairs and ladders, walking, carrying up to 44 pounds, and heavy lifting over 45 pounds. Ability to operate office equipment, see, write, count, read, identify shade of colors, depth perception, and hearing is needed to perform essential functions.
Essential Functions And Responsibilities
• Participates in public meetings and hearings, including Planning & Zoning Commission meetings and makes presentations to the public and decision making groups.
• Analyses traffic Safety issues and prepares reports detailing specific recommendations for implementation. Makes presentations to City Council, committees, schools and other interested groups.
• Performs a variety of traffic engineering duties including the preparation of design, specifications and plans related to traffic signals, signing, pavement makings and traffic control systems.
• Must have working experience in the use of the Texas Manual of Uniform Traffic Control Devices.
• Responds to public requests for traffic safety and neighborhood traffic controls and oversees the implementation of traffic calming & residential parking permit program.
• Must be familiar with traffic engineering functions and field data collections and analysis including traffic signal and intersection designs and also have knowledge in roadway capacity and traffic impact analysis.
• Performs some drafting duties utilizing AUTOCAD, Arc view or other available computer drafting software.
• Supervises, plans, schedules, and assigns work to subordinates; instructs and trains in correct methods and procedures; reviews and evaluates employee's performance.
• Carries out the City’s Customer Service Plan.
• Processes customer service requests by obtaining complete customer data and information pertaining to the nature of the complaint. Gather facts from customers and other staff sources, as well as, reference physical location of complaint, and contact appropriate internal or external organizations for further processing.
• Assists in maintaining good communication between staff, visitors and other business contacts.
• Must follow all rules of telephone courtesy in all telephone communications.
Minimum Qualifications
Bachelor’s of Science Degree in Traffic, Transportation or Civil Engineering or related field from an accredited college or university.
-AND-
Three (3) years experience in traffic, transportation or related engineering field or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
Valid Licenses and Certifications
Engineering-In-Training (EIT) from the State of Texas Certification (required)
Professional Engineering Certification State of Texas (preferred)
Valid Texas Drivers License*
• If applicant holds an out-of-state license, a State of Texas Driver's License must be obtained prior to employment.
