Data, Evaluation, and Impact Manager
**This position is based at United Housing Connections who serves as the Data Lead for Greenville Together**
Position Description: Data, Evaluation, and Impact Manager:
The Data, Evaluation, and Impact Manager will focus on leading the efficient and effective collection, analysis, and use of data for the Greenville Together: A Home for All Action Plan.
This position is responsible for the development and implementation of impact metrics, evaluation, and analysis projects that support the goals, objectives, and strategies, ensuring that accurate and timely data is available to inform decisions and demonstrate impact. This individual will collaborate inside and outside the agency to apply innovative approaches using shared data, measurement, and accountability.
Job Responsibilities:
• Collaborate with the Backbone Partners, the Steering Committee, the Lived Experience Committee, and all Work Groups and ad hoc committees participating in the Greenville Together: A Home for All Action Plan.
• Develop and manage information to support decision-making for Greenville Together: A Home for All Action Plan.
• Create evaluation and analytical plans.
• Apply analytic techniques in evaluating project objectives and implementation for the tasks, including the feasibility, pilot, and evaluation studies.
• Develop and oversee the implementation of comprehensive impact tracking, measurement, analysis, and reporting, including public dashboards and reports.
• Perform complex analyses.
• Prepare comprehensive written reports, presentations, and charts based on research, collection, and data analysis.
• Develop, manage, and improve reporting systems.
• Execute feasibility, pilot, and evaluation studies, including identifying approaches, methodologies and timelines.
• Design data collection instruments, including questionnaires, focus group moderators, and semi- structured interview guides.
• Provide consulting and analytic services to the GT Plan leadership. Conducts and facilitates (and educates and trains on) analyses, issues identification, and decision-making processes. Provides technical support to Backbone Partners.
• Works closely with all GT Work Groups to develop methodology and processes for prioritization and scheduling of projects.
Qualifications / Skills:
• Advanced analytical knowledge of data
• Conducting data analysis (qualitative, quantitative, and process)
• Conducting program and system evaluation
• Experience designing and executing feasibility and pilot studies
• Process-oriented with excellent documentation skills
Education / Experience:
• Master’s degree in public health, public policy, business administration, economics, computer science, management information systems, or related field or equivalent related experience.
• Three+ years of evaluation and data analyst or related experience, including proficiency with analytical software or equivalent related education, experience including program design, evaluation, and implementation
• Proficiency in statistics, data analysis, evaluation, and research methods
• Experience developing a system for data collection tools that shall include data validation and cleaning.
• Demonstrated proficiency in word processing, spreadsheet, and database PC applications. Preferred experience with Tableau and HMIS products.
• Demonstrated knowledge of and skill in adaptability, decision-making, customer service, interpersonal relations, oral communication, problem-solving, project management, quality management, teamwork, written communication, group presentations, group process facilitation, influence, results orientation, strategic thinking, and team building. The ability to explain quantitative results concisely is preferred.
• Commitment to the values and guiding principles of Greenville Together: A Home for All Action Plan is required.
• Experience working on behalf of people who are economically disadvantaged or homeless is preferred.
