Purpose Of Classification
Under general supervision, researches, analyzes, and manages assigned planning functions and special projects. Participates in related board functions and effectively communicates with interdepartmental as well as external customers. Reports to the Planning and Development Manager.
Essential Functions
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
• Work Schedule: M-TH, ½ Day Friday; public meetings as needed.
Evaluates or assists in the evaluation of rezonings, ordinance amendments, site plans, special use permits, variances, and other proposals.
Coordinates research and provides suggestions for the implementation of best practices or identifies emerging issues for an initiative-taking view to strategic planning in our growing City.
Acts as liaison between community groups, government agencies, developers, and elected & appointed officials.
Develops planning studies and reports in support of new and updated plans, programs, and regulations. Reviews or assists in the review of development proposals and site plans for conformance with codes, plans, and regulations.
Prepares and presents detailed reports on development proposals to government bodies. Collects a variety of statistical data and prepares reports and maps on topics such as census information, land use, tax base data, and occupancy rates.
Coordinates community engagement of public and private development projects. Provides information to the public regarding development regulations.
Assists in resolving citizen and customer issues. Interacts with the public, City departments, and others outside the work unit to obtain and provide information and assistance in a variety of circumstances. Accurately, promptly, and diplomatically responds to requests for information. Communicates orally and in writing with the public, outside agencies, coworkers and other City personnel providing accurate technical information and recommendations.
Coordinates with the City’s Building Official.
Ability to communicate information between applicable parties strategically, using good judgment and discretion for effective and efficient execution of duties.
Maintains a comprehensive, current knowledge and awareness of applicable laws and regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; and attends meetings, seminars, training sessions, and local and national planning conferences, as appropriate.
Communicates with City officials, supervisors, other City employees, contractors, developers, architects, engineers, and the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures; receives and reviews various documentation; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy record.

Minimum Qualifications
Bachelor’s Degree in Urban or Regional Planning, Zoning, or a related field preferred and/or Master’s Degree; supplemented by three years of experience in planning, zoning, or closely related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must possess and maintain a valid South Carolina driver’s license.
Specific Knowledge, Skills, or Abilities : Extensive knowledge of planning programs and processes; ability to research and familiarize yourself with local zoning laws; working knowledge of personal computers, Microsoft Suite, and GIS applications.

Verbal Aptitude : Requires the ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information, such as development and site plans, codes and ordinances, zoning, and conditional use applications, etc.
Mathematical Aptitude : Requires the ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.
Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
Situational Reasoning : Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
ADA Compliance
Physical Ability : Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing, and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.
Sensory Requirements : Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors : Essential functions are regularly performed without exposure to adverse environmental conditions.
