The City is offering a Sign-On Bonus for Public Works Operations positions: $500 with first paycheck and 2% of gross earnings during first year of employment at first anniversary.
Job Summary
Under regular direction and in compliance with standard operating procedures and policies, performs a variety of technical and skilled duties in the restoration, rehabilitation, and repair of the City's wastewater system. Operates a variety of light and heavy equipment, as well as hand tools in performance of job duties. Installs new wastewater pipe where old existing pipe has failed. Performs confined space entry and trenching and shoring operations. Participates in after-hours on-call duty requiring working after normal working hours and holidays to resolve emergency situations. Supports inclement weather operations (i.e., snow and ice) by operating specific pieces of equipment such as salt spreaders, loaders, and plows. Assists other departments with general installation, maintenance, and cleaning projects. Identifies, removes and/or reports potential safety hazards. Assists with special projects and events.

• Complete Wastewater Repair Work Orders: Operate dump trucks for hauling material and equipment to job sites. Operate a variety of light and heavy equipment, as well as, hand tools in performance of job duties. Install new sewer pipes and repair old pipes as assigned. Perform confined space entry and trenching and shoring operations. Raise sanitary sewer manholes to grade. Apply cement liner to interior of sewer manholes and finish with trowel and brush. Use tripod, winch, gas detectors, and harness in performance of job duties. Remove and install manhole ring and covers. Clear rights-of-way for access to wastewater mains for maintenance or repairs. Perform creek crossing inspections and cleaning of creek crossings as needed.

• Provide Emergency Response On-Call: Participate in after-hours on-call duty requiring working after normal hours and during holidays to resolve emergency situations to include, assisting in running heavy equipment to dislodge blockages in sewer pipes.

• Support Inclement Weather Operations: Work outside of regular schedule, throughout inclement weather conditions (i.e., snow and ice) by operating salt spreaders, loaders, snowplows, and other specific equipment necessary to clear and maintain roads and walkways. Dispense salt for ice removal and treat bridges and roads as necessary. Wash brine and salt off equipment after use.

• Ensure Workplace Safety: Proactively identify, remove and/or report potential safety hazards. Take steps to address, remove, or report hazardous conditions or items. Comply with City, state, and federal safety procedures and protocols in the performance of job duties. Ensure equipment and property safety.

• Assist with Special Projects and Events: Assist with the set-up, tear down, and cleanup of permitted special and volunteer events. Assist with various City related projects, including the construction, installation, and tearing down of temporary structures, banners, tree lights, and decorations; operating small and large equipment, and tools; entering creeks or rivers to remove debris; and assisting the public as needed.

Job Requirements
• High school diploma or equivalent.
• Over one (1) year of experience in a public works, utility, or construction field.
• Associate degree in construction engineering technology or related field may be substituted for one (1) year of experience.
• Confined Space Certification, Trenching and Shoring Certification, Competent Person Safety Certification, and Traffic Control Training within six (6) months of employment.
• FEMA ICS 100c, 700b, and 552 within three (3) months of employment.
Driver's License Requirements
• Valid South Carolina Class D Driver's License at hire.
• Valid South Carolina Class B Commercial Learner's Permit (CLP) within three (3) weeks of hire, or the equivalent CLP from their state of residence.
• Valid South Carolina Class B CDL with air brake provision and tanker endorsement within three (3) months of hire, or the equivalent CDL from their state of residence.
• Please be advised: Applicants who do not intend to relocate to South Carolina, must reside in a neighboring State (Georgia or North Carolina) and must meet the same CDL requirements as residents of South Carolina. In addition, employees residing in a neighboring state are required to provide to the City of Greenville an annual Motor Vehicle Record from their state's Department of Motor Vehicles at the sole cost of the employee.
Performance Requirements
Knowledge of:
• Safe equipment operating practices/procedures.
• Proper inspection and safe operation of CDL vehicles.
• Department of Transportation work zone safety measures for traffic control.
• Confined space equipment set-up and trenching and shoring safety equipment.
Ability to:
• Complete wastewater repair work orders.
• Participate in after-hours on-call duty requiring working after normal hours and during holidays to resolve emergency situations.
• Proactively identify, remove and/or report potential safety hazards.
• Operate larger CDL equipment such as dump trucks, jet rodder combination truck, and asphalt repair trucks.
• Work in inclement weather conditions including cold rain, wind, heat, snow, sleet, etc.
• Operate snow and ice equipment during inclement weather.
• Establish and maintain effective working relationships with co-workers, supervisors, and the public.
• Read, understand, and follow equipment operating manuals, Safety Data Sheet (SDS), policies, and other reference materials.
• Read and understand maps in multiple formats, as well as orient locations.
• Make mathematical calculations and draw logical conclusions; work with fractions, percentages, ratios/proportions and measurements.
• Write simple sentences containing subject, verb, and object, and/or series of numbers, names, and addresses.
• Operate tamps, saws, mixers, shovels, forklift, rollers, pipe laser, level, grade rod, tape measure, various hand and power tools, and jack hammers.
• Use a smart tablet, portable radio, phone, or other communication devices.
• Utilize specialized software and systems to include work management system.
Working Conditions
Primary Work Location: Outdoors (maintaining wastewater system).
Protective Equipment Required: Hard hat, steel-toed shoes, gloves, safety vest, safety glasses, ear protection, rain suit, and rubber boots.
Environmental/Health and Safety Factors:
Frequent exposure to unpleasant environmental conditions and/or hazards. Majority of work performed outside or with exposure to risk. Daily exposure to extreme temperature, respiratory hazards, noise and vibration, physical hazards, and wetness and/or humidity. Frequent exposure to mechanical hazards, and communicable diseases.
Physical Demands:
Constantly requires fine dexterity, lifting, vision, hearing, and talking. Frequently requires standing, sitting, walking, carrying, reaching, kneeling, foot controls, and balancing. Occasionally requires handling/grasping, pushing/pulling, climbing, bending, crawling, crouching and stooping, and twisting. Heavy strength demands include exerting 50-100 pounds occasionally, 20-50 pounds frequently, or from 10 up to 20 pounds constantly.
Mental Demands:
Frequently requires performing multiple tasks simultaneously, working closely with others as part of a team, tedious or exacting work, and noisy/distracting environment. Occasionally requires time pressures, emergency situations, frequent change of tasks, and irregular schedule/overtime.
