Job Summary
This position will be eligible for a signing bonus (10% of base salary) upon being hired by the City.
Representative Duties
Leads, coordinates and participates in the work activities of the Hazardous Materials Technician and other assigned staff.
Accepts hazardous materials and hazardous waste brought in to the hazardous materials collection facility by the public and City employees.
Collects City generated hazardous waste products.
Identifies, segregates and packages hazardous waste until proper disposal method has been determined.
Assists the public in identifying suitable non-toxic alternatives for household materials.
Determines appropriate methods of disposal and prepares corresponding City, state, and/or federal documentation.
Responds to hazardous material emergency calls and assists in emergency assessment and mitigation activities.
Conducts hazardous materials inspections in City facilities and private businesses.
Assists and trains City staff in the proper handling and reporting of hazardous materials.
Recommends and implements changes designed to increase program efficiency and citizen participation.
Assists in the implementation of programs and policies to achieve goals and targets of the Santa Monica Sustainable City Plan.
Trains staff members in appropriate work methods. May document and recommend disciplinary action for employees. Provides input into employee performance evaluations.
Follows applicable safety rules and regulations.
Performs other related duties, as assigned.
Requirements
Knowledge, Abilities and Skills:
Knowledge Of
Principles and methods of identifying, handling, storing, using and disposing of hazardous materials and hazardous waste.
Federal, state and local laws and regulations related to hazardous materials and waste.
Basic record keeping, report writing techniques and information management methods.
Health and safety procedures and practices.
Principles of supervision and training techniques.
Safe work practices and procedures.
Effective customer service techniques.
Ability To
Assist with supervision and training of employees.
Maintain document filing and retrieval system.
Reference, understand, implement and comply with relevant laws and regulations related to hazardous materials.
Reference and understand various federal, state and local code books, chemical texts, charts and graphs.
Use safety protective gear.
Respond effectively in emergency situations.
Perform mathematical calculations.
Follow written and oral instructions.
Provide effective customer service.
Establish and maintain cooperative and effective working relationships with City employees and the general public.
Skill In
Reading, writing and communicating in English at an appropriate level.
Using a personal computer and applicable software applications.
Education, Training And Experience
Graduation from an accredited college or university with a Bachelor's Degree in Public Administration, Natural or Environmental Science, Public Health, or a related field.
Three years of recent, paid work experience handling hazardous materials or hazardous waste disposal. Additional recent, paid work experience may substitute for the required education on a year for year basis.
Experience coordinating, training or providing general supervision to others is highly desirable.
Licenses And Certificates
Possession of a Class C driver license. Possession of a Class B driver license with hazardous materials endorsement is desirable. Certificate in forklift operations is also desirable. Possession of a valid 40-hour certification for Hazardous Waste Operations including respirator training as specified in the California Code of Regulations, Title 8, Section 5192.

All employees of the City of Santa Monica are designated by both State and City ordinance to be "Disaster Service Workers." In the event of a declared emergency or any undeclared emergency or natural disaster that threatens the life, health and/or safety of the public, employees may be assigned to assist rescue and relief workers. Such assignments may be in locations, during hours and performing work significantly different from the employees' normal work assignments and may continue through the recovery phrase of the emergency.
