General Purpose
Under the general supervision of the Engineering Manager performs professional civil engineering duties in planning, organizing, and analyzing the water system of the Board. Provides technical assistance in the construction and installation of Board facilities.
Essential Duties And Responsibilities
• Performs water system design; checks the necessary mathematical calculations such as loading conditions, stresses, strains, and other engineering design problems. Performs hydraulic analyses on the Board’s system to ensure adequately designed facilities.
• Administers Board construction contracts as assigned, including change orders and contractor payments. Consults with engineers and surveyors under contract with the Board regarding project designs and surveys. May be called upon to resolve disputes between contractors and the Board.
• Designs water main renewal and expansion projects and writes material specifications for same. Utilizes sound engineering practices and follows distribution system analysis programs and AWWA guidelines to ensure that project designs and materials are appropriate.
• Recommends changes in specifications for materials and for construction of Board facilities. Initiates writing new specifications and bid documents as assigned.
• Performs engineering studies and develops detailed reports as assigned.
• Responsible for understanding and following safety guidelines.
• Responds to inquiries and complaints from employees, customers and general public.
• Responds to standby and emergency calls for a one-week interval on a rotation basis.
• Operates assigned vehicle as necessary.

Education, Training and Experience
• Bachelor’s degree in Civil Engineering or closely related engineering field.
• Colorado Engineer Intern (EI) License.
• Colorado Class 4 Water Distribution System Technician certification required within three (3) years of date of entry into position. If incumbent is not eligible to take Class 4 on date of entry into position, he/she shall obtain Colorado Class 1 Water Distribution System Technician certification within first two (2) application and testing cycles after date of entry into position.
• Must successfully complete continuing education/training courses required to maintain certification.
• Colorado Class “B” Commercial Driver’s License with air brake endorsement or ability to obtain within probationary period. Required training will be provided by the Board.
• Two years of engineering experience.
• Any equivalent combination of education, training and experience.
Knowledge, Skills And Abilities
• Knowledge of general construction methods and practices as well as water distribution system and pipeline construction.
• Knowledge of construction practices and field surveying and ability to interpret blueprints and construction plans/specifications.
• Knowledge of and ability to implement the Board’s Rules and Regulations, Policies and Procedures, and Working Policy.
• Knowledge of supervisory principles and practices.
• Extensive interpersonal skills are required to respond to non-routine and/or technical questions and complaints. Interacts with co-workers, supervisors, contractors, developers and the public in person and/or by phone. May be required to defuse difficult or adversarial situations.
• Basic knowledge of computer and ability to operate spreadsheet and word processing software programs. Basic knowledge of AutoCAD to access records, drawings and maps.
• Moderate written communication skills and knowledge of engineering principals.
• Must possess the ability to perform the essential functions of the position.
