Rockdale County has an opening for a Deputy Director in Public Services & Engineering. This position is responsible for day-to-day planning, organizing, coordinating and directing operations related to planning, development, zoning, transportation, storm water and enforcement issues within the department and acts as the Director in his/her absence. This position is under the direction of the Director of Public Services and Engineering.
Examples of Duties / Knowledge & Skills
• Plans, organizes, directs and monitors overall day-to-day operation of assigned areas.
• Assists in the development of long range planning program with goals, objectives, implementation measures and alternatives, organizing public information and participation systems.
• Delivers oral and written presentations at public hearings and meetings; prepares information and reports for agencies and organizations with summary of issues and alternatives.
• Assists the Director on a regular basis with financial and budgetary matters.
• Supervises, trains and evaluates employees; advises staff on technically difficult projects or interpretation and application of application of laws, policies, procedures and regulations; interviews and recommends applicants for vacant positions.
• Assists and advises Director and Board of Commissioners regarding planning, development and transportation issues.
• Assists the Director by providing oversite for the SPLOST Transportation Programs.
• Serves as a technical resource to other departments and agencies and individuals including citizens, engineers, consultants, builders, developers and construction professionals.
• Responsible for the administration and enforcement of zoning and subdivision codes and ordinances; reviews and approves all preliminary plans, construction plans, hydro studies, final plats and revised plats; evaluates plans for conformance to comprehensive plan and development regulations.
• Provides overall direction for the preparation of engineering drawings for special county projects; coordination all appeals, rezoning and plan reviews submitted to the Board of Commissioners; introduction of issues at meetings; and preparation of staff summaries and recommendations on development and transportation proposals.
• Participates as member of the Atlanta Regional Commission Technical Coordinating committee.
• Interprets and advises customers and the general public on development and transportation activities and interpretation of relevant codes, ordinances and regulations.
• Researches and pursues alternative funding mechanisms such as grants.
• Serves as liaison between county and state, regional and other local government planning and transportation contacts.
• Performs duties of Director in his/her absence.
• Performs other duties as assigned.
Minimum Qualifications
Minimum qualifications & Requirements
• Bachelor’s degree in Civil Engineering or related field. Master’s degree preferred.
• Registered Professional Engineer.
• Ten to twelve years of progressively responsible related experience.
• Equivalent combination of education and experience.
