General Description Under the general direction of the Director and/or Assistant Director, this position is responsible for developing and sustaining a strategic reliability program. The Asset Manager is responsible for ongoing development and implementation of asset management systems, practices, and policies in all divisions of the Utilities Department. This will include condition assessment, predictive maintenance, root cause analysis, and risk mitigation programs designed to improve asset reliability, optimize spending and capital investments, and support strategic planning and prioritization of work. The Asset Manager oversees the means and methods for collecting, analyzing, and reporting on data used to support organizational decision-making, using accepted asset management principles and practices; Oversees work of staff in documenting business processes and adoption and use of continuous improvement processes. Responsible for management, planning, budget control, staffing and work standards for the Asset Management section.
Essential Job Functions • Plans, organizes, and directs the operations of the Asset Management section. Oversees the development and implementation of an asset management program which incorporates a comprehensive computerized work management system. Responsible for management and providing technical knowledge of asset management programs and practices, asset management software, and GIS applications. Plan and implement asset life cycle, specifications, and preventive maintenance strategy. Responsible for preparation of asset management plans, including creation of asset lists and hierarchies, identifying asset inventory and condition, calculation of business risk evaluations, determining asset net present value and life cycle costs, developing alternatives for cost-effective operation and maintenance and long-term investment. Schedules and prioritizes work activities; makes necessary arrangements for technical resources, procedures, manuals, supplies, equipment, budget management, planning and oversight and staffing.
• Responsible for hiring, establishing performance standards, conducting performance appraisals, and recommending disciplinary action as necessary. Plans, organizes, schedules, and coordinates the work of professional and technical staff in the section. Oversees the development of training and orientation programs for assigned staff. Ensures employee compliance with City and departmental policies and procedures.
• Provides training and technical guidance in asset management principles and decision-making processes; assists department leadership in business process documentation and improvement. Manage database synchronization between database environments. Troubleshoot and resolve issues with database software and related technology program(s).
• Oversees and directs staff in coordinating, analyzing, documenting, tracking, and reporting a wide variety of infrastructure condition assessments, including establishing data collection schedules, standards, and methods for use in supporting complex risk-based decisions using accepted asset management principles and practices.
• Develops or oversees the development of recommendations on prioritized strategic maintenance and capital project programs for city infrastructure using historical, current use, condition, replacement costs, maintenance costs and other data consistent with asset management principles and best practices. Assist the forecasting and developing the Capital and O & M budgets for assigned processes.
• Coordinates utilities asset management activities and communications; collaborates with colleagues, outside agencies, and other City Departments regarding the preventative maintenance, rehabilitation, repair, or replacement of Utilities assets.
• Coordinates with Utilities management staff and staff in other City Departments to identify, develop, and implement customer service level goals and performance measures.
• Organizes and directs the operation and maintenance of the computerized work management system to meet business needs and facilitate long range strategic planning. Includes planning, scheduling, and coordinating the material, equipment and personnel requirements for system implementation, optimization, and maintenance.
• Develops and recommends asset management policy and strategy to minimize total cost of ownership, increase reliability and meet performance standards throughout the organization; leads or assists in implementation of department and division asset management goals and objectives. Responsible for monitoring and communicating Asset Performance through reporting including life cycle analysis, asset performance analysis for capital and Operation and Maintenance funding and other analysis required for Operations.  Analyzes program data; recognizes issues and trends; identifies options, consequences and develops conclusions and recommendations; prepares statistical reports and makes presentations.
• Collaborates, supports, and participates in the long-range comprehensive planning for all Utilities infrastructure
• Coordinates and supports GIS analysts and Utilities staff on GIS programs. Oversees work of Utilities GIS technicians and ensures consistent use of standards and procedures set by Utilities staff for GIS database development
• Recommends preliminary annual budget for the Asset Management section. Forecasts funds needed for staffing, equipment, and projects; monitors and approves expenditures; recommends adjustments as necessary.

Knowledge/Skills/Abilities • Knowledge of business practices, construction/installation standards and maintenance practices for departmental assets
• Excellent knowledge of asset management principles such as those contained in ISO 55000
• Excellent knowledge of multiple software application packages supported by Utilities, such as Work Order Management Systems, Enterprise Asset Management Systems, Enterprise Financial Systems, payroll management, permit management, MS Word, MS Excel, MS Access, ArcGIS, and general database management software.
• Interpersonal skills for establishing and maintaining effective working relationships.
• Supervisory skills including leadership, supervision, planning, organization, problem solving, interpersonal sensitivity, adaptability/flexibility, stress tolerance, and time management.
• Ability to work in a team environment and to establish and maintain effective working relationships with employees, City officials, engineers, directors, developers, contractors, and the public. Analyzing spatial, financial, and operational information using systematic analysis techniques, to propose strategies and priorities, and to do benchmark base measurement, tracking, trending, and other analysis.
• Teaching, presenting, and communicating concepts and principles of asset management to city staff with a wide and diverse range backgrounds and skill set.
• Written and oral communication skills for working with a diversity of personnel, public officials, and citizens.
• Ability to read, use, and understand information in multiple formats such as Geographical Information System (GIS), Global Positioning System (GPS), utility mapping, surveys, construction plans and specifications, and record drawings.
• Ability to work accurately and effectively in an atmosphere of frequent interruptions.
• Ability to plan and work independently with minimal supervision.
• Ability and willingness to maintain the confidentiality of sensitive files, data, and materials accessed, discussed, or observed, strong system security knowledge and skills.

Education, Experience, Licenses and Certifications • Bachelor's Degree from an accredited college or university in business administration, urban planning, geographic information systems (GIS), civil or mechanical engineering, computer sciences or a related field.
• Minimum of three (3) years of progressively responsible experience in Asset Management and condition assessment of assets
• Minimum of three (3) years of experience in planning, design, construction or operations of water and wastewater systems, including sewer collection and distribution systems, water distributions systems, pump stations, and treatment plants
• A strong background in ISO 55000 and PAS 55 as well as industry standards and regulations.
(A comparable amount of relevant training, education and/or experience may be substituted for the above qualifications.)
Licenses and Certifications:
Must have or have the ability to obtain one of the following certifications or degrees within two (2) years of hire:
· Institute of Asset Management (IAM) Diploma level certification
· Project Management Institute (PMI) Project Management Professional (PMP) certificate
Project Management Institute (PMI) Risk Management Professional (RMP) certificate
Emergency Response Responsibility
Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event.  All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.
