General Description
This is an intermediate level position providing quality customer service and advanced technical and administrative support to development services for permits, licenses, inspections, planning and geographical functions. Work is performed under the supervision and direction of the Division Manager.
Essential Job Functions • Provides assistance with land use, zoning, business tax, permitting, licensing, and fees.
• Processes complex applications, contractor registrations, permits and payments.
• Examines plans and applications to ensure Unified Land Development Code compliance.
• Researches data and compiles documentation for special projects as assigned; present findings in graphic, pictorial, cartographic and technical drawing forms.
• Assists with processing Certifications of Occupancy (CO).
• Provides assistance to developers, engineers and contractors with regard to various development projects.
• Prepares correspondence, reports, agendas, legal documents and advertisements for public hearings.
• Assists the public, other City departments, outside agencies, developers, engineers, and contractors in interpreting and applying the City's Unified Land Development Code, other applicable standards and regulations, as well as providing assistance with project specific information.
• Responds to customer emails/phones calls and in office requests for information on current planning projects, zoning questions, code concerns, etc.
• Assists in the preparation of base map information, such as topography, soil conditions, street names and road network utilizing Geographic Information Systems (GIS) and other techniques.
• Coordinates street names and address numbers with County and other agencies.
• Performs field inspections to ensure compliance with development orders, ordinances, and resolutions relating to the issuance of approved development projects.
• Serves as backup for Development Tech I position by processing special event, sign, and temporary use permits.

Knowledge/Skills/Abilities • Knowledge of administrative principles and practices, including maintaining accurate records.
• Skilled in business system applications, databases and standard software (Word, Excel, PowerPoint, etc.).
• Skilled in customer service, including ability to communicate effectively, both in person and in writing.
• Skilled in the use of small office equipment, including copy machines or multi-line telephone systems.
• Skilled in using computers for word processing and accounting purposes.
• Skilled in using highly technical computer applications, such as GIS or CAD.
• Ability to produce and maintain financial and statistical records, and to prepare periodic reports from such records.
• Ability to research and interpret City codes, regulations and development orders.
• Ability to plan, organize and use mature judgment in evaluating situations and making decisions in accordance with established policy.
• Ability to enter data accurately from a wide variety of source documents.
• Ability to establish and maintain effective working relationships with employees and the public.
Education, Experience, Licenses and Certifications Education and Experience:
• High School Diploma from an accredited high school or possession of an acceptable equivalency diploma is preferred, supplemented by college courses.
• Five (5) years progressively responsible administrative experience.
• Two (2) years in the planning, zoning, construction, engineering or related industry.
(A comparable amount of relevant training, education and/or experience may be substituted for the above qualifications.)
Licenses and Certifications:
Possession of or ability to obtain a valid Florida driver's license by date of hire.
Emergency Response Responsibility
Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.

Please note, the hiring pay range for this position is the minimum up to a rate equal to or less than the midpoint of the salary range.
