The Napa Valley
REVISED POSTING! The County of Napa has two (2) immediate vacancies for a Licensed Mental Health Counselor. Both positions are responsible for providing direct comprehensive services to older adults throughout the County of Napa who are at risk of out-of-home placement, institutionalization, or homelessness; and/or have co-occurring disorders and/or significant health problems.
In addition to the above duties, one of the positions will focus on outreach to the Latino senior population in particular and will assist in the development of a comprehensive program tailored to the specific needs of the Latino population. The ability to read, write and/or speak Spanish is desired for this position but is not required. Qualified incumbent will receive an additional $40 biweekly in bilingual compensation.
SUPERVISION RECEIVED AND EXERCISED
Receives direction from a Supervising Mental Health Counselor I or Mental Health Counselor II. This class may exercise technical supervision over unlicensed Mental Health Counselors and other professional and para-professional staff.
Experience And Education
To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities. A desirable combination is:
Experience
Two years supervised experience in a mental health setting providing direct services to mentally or emotionally disabled persons, including dual diagnosis and addiction concerns for those assigned to the substance abuse setting.
Education
Possession of a Master’s degree from an accredited college or university in social work, clinical or counseling psychology, or a closely related field.
Licensure
Possession of any of the following current licenses issued by the State of California Board of Behavioral Science Examiners: Marriage, and Family Therapist (MFT), Licensed Clinical Social Worker (LCSW), Licensed Psychologist, or Master's level Registered Nurse. Loss of the required State licensure may result in termination or reassignment.
A valid California Driver's License is required.
Napa County as an Employer
Both positions will be responsible for: providing direct services to older adults throughout the County of Napa who are at risk of out-of-home placement, institutionalization, or homelessness; or, have co-occurring disorders and/or significant health problems; providing direct comprehensive wraparound services including assessment, assistance with housing, implementation of client recovery plans and other services such as: socialization programs, family support groups, transitional housing, substance abuse interventions, medication review/management, and gero-psychiatric consultation.
The incumbents will perform work in accordance with the licensing requirements as a licensed mental health professional with full exercise of authority to approve and make professional clinical decisions. Other duties may include, but are not limited to; provide lead technical supervision of other professional and para-professional staff within the assigned program area, including clinical consultation. Approve client diagnosis, assessment, treatment plans, and legally required documents. Prepare assessment with diagnosis of acute and chronic mental illness, substance abuse and other mental, emotional or behavioral disorders. Conduct clinical interviews with new clients to obtain data to assess the client’s needs, develop diagnostic information and determine an appropriate plan for care. Make appropriate referrals for agency and community based services, housing, and other supports for activities of daily living. Conduct individual therapy, lead and or facilitate therapy groups, and other clinically directed mental health services in the various Health and Human Services programs. Prepare reports, correspondence and maintain a variety of documentation, such as charting observed behaviors, treatment plan objectives, progress reports, discharge summaries, incident reports and other data, and other related duties as assigned.

Theories, principles and techniques of individual therapy,group counseling and other clinical methodologies appropriate for treatment of targeted populations.
Techniques of evaluating and modifying behavior
Planning, development and implementation of comprehensive client directed treatment plans
Report preparation and case documentation
Federal, State and local laws, codes and regulations governing mental health and substance abuse treatment.
Public and private health, mental health and social services community resources
Ability To
Conduct accurate and thorough interviews assessing client status, history, chemical dependency and related mental health information.
Prepare diagnosis and assessments of mental and emotional disorders.
Formulate, implement and monitor casework treatment plans.
Conduct individual and group counseling (psychotherapy) and other clinically based mental health services.
Prepare complex and detailed reports, maintain records.
Understand, interpret and apply complex mental health technical materials and applicable laws, codes and regulations.
Make appropriate referrals to other providers of mental health services.
Understand impact of cultural, gender or socio-economic status on manifestations of emotional distress and mental illness
Deal effectively with clients of various ages and socio-economic and cultural groups including those with physical and or emotional problems.
Establish and maintain professional relationships with clients, children, community and or agency representatives, County employees, and the public.

SALARY -
Salaries are based on a five-step range. Appointments are usually made at the beginning step with advances occurring at six months and the completion of each year thereafter. Salary rates are reviewed annually.
