• Under close supervision, the Junior Analyst performs a variety of training-level professional and routine analytical and administrative work in support of centralized procurement, personnel, budget and administrative functions or in support of projects or programs. DISTINGUISHING CHARACTERISTICS Junior Analyst is the training-level management/exempt classification designed to provide on-the-job training for incumbents with no previous professional-level administrative experience. Incumbents assigned to this class receive close supervision and work to prepare themselves for possible advancement to the next level. They perform the most routine professional or administrative work requiring a general working knowledge of City government organization policies and procedures. Incumbents assigned to this class normally perform work within established policy and procedure guidelines. As skills increase, less supervision is exercised. Upon completion of a twelve-month training period, incumbents may be appointed to the next level of Administrative Analyst or Program Analyst. Appointment to the higher level requires that the employee be performing substantially the full range of duties for the class and meet the qualification standards for the class. SUPERVISION RECEIVED AND EXERCISED Immediate supervision is provided by higher level departmental or division management staff. Responsibilities may include the indirect or functional supervision of technical and clerical personnel.
Essential Duties And Responsibilities
• Learn to perform professional analytical and technical work in the formulation and administration of department or division budgets, development and management of grants and contracts, management of department level procurement and/or coordination of personnel functions.
• Learn to compile and analyze data and make recommendations on the formulation of policy and procedures, and staffing and organizational changes; conduct surveys and perform research and statistical analysis on administrative, fiscal, personnel, and/or operational problems.
• Learn to participate and assist in the design, implementation, and installation of new and revised programs, systems, procedures, methods of operation, and forms.
• Learn to coordinate and monitor the administrative functions of assigned department; compile materials and assist in the preparation of budgets, reports, manuals, and publications.
• Learn to coordinate departmental activities with other City departments and divisions, and with outside agencies; represent the assigned department in committee meetings; respond to complaints and requests for information.
• Learn to perform research and analysis in the development of program or project activity, including program compliance and eligibility, regulatory issues, and funding requirements.
• Learn to prepare studies and research as required; conduct surveys, compiles and analyze data and formulates program policies and procedures; monitor and evaluate program effectiveness and outcomes; prepares periodic or specialized reports of program activities.
• Learn to respond to program or project related complaints and request for information; make complex program eligibility determinations; conduct focus groups or meet with community or business groups regarding program; interpret and apply policies and procedures; hear and adjudicate complaints.
• Learn to identify program, project or system enhancements; participate in the installation of new and revised programs and systems; participate in the development and implementation of goals and objectives.
• Learn to compile materials and assist in the preparation of program-related grants, budgets, reports, manuals, and publications; coordinate procurement activities and related support functions for the program or project.
• Learn to coordinate program or project activities with other departmental divisions or City departments and with outside agencies; represent the assigned program or project in committee meetings; oversee contract service providers.
• Learn to prepare oral reports; make oral presentations to a variety of City and departmental committees.
• Learn to gather, compile, and analyze information for preparation of grants, contracts and agreements; assist in negotiating terms; implement, monitor, and prepare reports on conduct and performance; prepares statistical data and graphs.
• Provides exceptional customer service to those contacted in the course of work.
• Other related duties may also be performed; not all duties listed are necessarily performed by each individual holding this classification.
Qualifications
Knowledge of:
• Basic principles and practices of statistical analysis.

• Basic principles, methods, and practices of municipal finance, budgeting, and accounting.

EXPERIENCE AND EDUCATION Experience: Two years of paraprofessional-level technical administrative experience. -AND- Education: Completion of two years of study (minimum 60 semester units) in an accredited college or university with coursework in public or business administration, economics, accounting, personnel, or a closely related field. Substitution: Possession of a Bachelor's degree from an accredited college or university with major coursework in public or business administration, economics, accounting, personnel, or a closely related field may substitute for the required experience. Additional qualifying experience may substitute for the required education on a year-for-year basis. SPECIAL QUALIFICATIONS Driver License: Possession of a valid California Class C Driver License at the time of appointment. Individuals who do not meet this requirement due to physical disability will be reviewed on a case-by-case basis.

• Screening Committee/Interview Process: A screening committee will evaluate the employment application submitted by each candidate. Those determined to be the best qualified candidates will be invited to participate in a comprehensive interview process. A recommendation of the top candidate(s) resulting from this interview process will be forwarded to the Director. The Director will review the results and if necessary conduct additional interviews, and forward the recommendation to the City Manager for final action.
