Description
Metropolitan Health Plan (MHP) seeks an Information Technology (IT) Applications Manager to direct the Business Applications Management Department to include development, operations, quality assurance and release management.
The Business Applications Department is responsible for performing routine maintenance for accurate and timely claims adjudication, making modifications to ensure continued compliance with regulatory and other contractual obligations, and for implementing large development projects to include new product rollouts, major enhancements and implementation/integration of new technologies and business partner tools.
Metropolitan Health Plan is a not-for-profit, state-certified health maintenance organization (HMO) and an enterprise initiative of Hennepin County.
This position is classified as an Information Technology Manager in the Hennepin County job classification system.
The Primary Duties And Responsibilities Of This Position Include
• Oversee execution of IT operations, IT development, quality assurance and release management.
• Work with Business Continuity/Disaster Recover Manager to ensure complete and current plans are in place and tested appropriately.
• Develop and execute long-term applications management strategy.
• Direct the establishment, review and modification of policies, procedures and controls consistent with managed care regulatory requirements, contractual obligations, accreditation requirements and best practices.
• Oversee departmental preparation for internal and external audits including post audit corrective action plan development and execution.
• Direct the creation and maintenance of application support documentation including desktop procedures, business process and data flows.
• Develop and manage operating and capital budget.
• Select, develop, assign, direct work, evaluate and discipline subordinate staff.
The ideal candidate will have:
• Bachelor's degree or higher in computer science, management information systems (MIS), or an approved related degree.
• Ten years of comprehensive professional-level experience in IT healthcare, five of which were in a supervisory capacity.
• Considerable knowledge of systems relationships and database environments, data security and privacy requirements and procedures, and detailed knowledge of HIPPA requirements.
• Experience developing and managing budgets.
• Ability to provide customer service in a complex healthcare environment and work effectively with demanding users.
• Ability to manage other supervisors, team leaders, and several subordinate units, balancing resource requirements and maintaining critical services.
• Experience in program management methodologies.
• Ability to develop solutions to IT problems.
• PMI or other Project Management certification.
• Experience with change/transformation management.
