Job Summary
ANNUAL COMPENSATION: Up to $87,879, which includes a base salary of $84,624 per year; + cashable leave days (paid at end of the fiscal year) equaling up to $3,255 per year.
The City pays the employee's contributions to the Public Employees' Retirement System (PERS), which saves the employee up to $6,152 per year. In addition, the City only participates in the Medicare portion of FICA; therefore, there is no deduction for social security.
The position will accrue 12 days of sick leave per year, six (6) of which can be cashed out each fiscal year, starting with the end of the 2nd fiscal year (which is equivalent to 2.3% of base salary or up to $1,946 per year).
The City has a compressed work schedule (9/80) which results in the incumbent of this position receiving every other Friday off. In addition, there are 12 paid holidays per year and 12 days vacation per year.
JOB SUMMARY: Plans, organizes, implements, and coordinates projects and programs. Formulates and implements policies and procedures for programs and projects. Performs complex analytical studies, conducts surveys, researches and analyzes data and makes recommendations.
Representative Duties

Reviews, analyzes, monitors and evaluates programs and projects, and makes recommendations regarding program effectiveness. Serves as project manager for a variety of complex projects and programs.
Works with property owners and merchants in the City’s commercial districts to plan, organize, establish and guide organizations dedicated to the economic enhancement, revitalization and promotion of commercial areas. Coordinates resources and programs with other local economic development organizations to promote business retention and attraction.
Analyzes the economic feasibility of proposed real property transactions and makes recommendations to management. Prepares and advertises requests for qualifications and proposals. Negotiates, drafts and executes lease agreements, license agreements, lease modifications and other related documents.
Analyzes the economic feasibility of proposed projects and initiates and monitors capital projects and repairs to City-owned properties. Prepares project budgets, bid proposals, requests for qualifications and proposals for professional services, construction contracts and other related documents.
Identifies the need for professional services, prepares necessary documentations and monitors the work of consultants.
Serves as a resource to City staff and outside organizations in matters relating to the Department’s objectives, programs and projects. Responds to inquiries and provides information and assistance to the public, other City staff and organizations.
Maintains records. Conducts research, gathers data and prepares a variety of reports.
Researches and evaluates economic trends and advises other City departments and organizations about findings and makes recommendations, as appropriate.
Identifies and recommends funding sources for local programs. Prepares grant applications and related reports, as required.
Assists in the preparation of the Division’s budget. Prepares and maintains project and program budgets.
Reviews and analyzes applicable laws and keeps informed of current regulations, trends and guidelines affecting economic development and community revitalization and recommends program changes to management, as appropriate. Participates in local professional organizations to keep abreast of current activities and developments and to promote City programs.
Makes presentations to management, boards, commissions and other public and private agencies. Attends a variety of meetings and represents the City on various task forces, committees and community organizations.
Trains and supervises the work of staff, as assigned.

Education, Training And Experience
Graduation from an accredited college or university with a Bachelor’s degree in Public or Business Administration, Economics, Finance, Real Estate, Urban Planning or a closely related field.
Three years of recent, paid, professional work experience developing, coordinating, implementing and evaluating programs and projects related to economic development, community revitalization or real estate.
