Position Description
The City of Rochester invites you to join a highly respected police department and serve the citizens of one of America's #1 cities.
Police Officers perform general duty police work in protecting life and property, maintaining order, preventing crimes, apprehending criminals, and enforcing laws and ordinances. Work is performed in accordance with department rules and regulations and a variety of legislated and other enactments and precedents. Work usually consists of routine patrol, preliminary investigation and traffic regulation duties that may performed in patrol cars or on foot. Work involves an element of personal danger and employees must able to act without direct supervision and exercise discretion and independent judgment in meeting emergencies. Assignments and general and/or special instructions are received from a superior officer who reviews work methods and results through analysis of records submitted, personal inspection and discussion. Positions at this level receive performance evaluations from designated supervisor.

• A. Perform preventive patrol
• Make vehicles stops for traffic and/or equipment violations
• Conduct residential and commercial building security checks
• Assist stalled motorists, provide directions and other information and remove items from roadways which may be a danger to traffic flow
• Prepare and submit reports on complaints, damage to property, thefts and other incidents
• Subdue and arrest individuals for commission of crimes and/or violations
• Serve warrants and subpoenas
• Patrol an assigned area of the City on foot or in a radio-equipped vehicle and respond to calls
• Investigate traffic accidents and complaints involving crimes and/or violations
• Execute search warrants
• Conduct preliminary investigations, gather and label evidence, interview victims and/or witnesses and write investigative report
• Testify in court
• 1. Respond to medical emergencies
• Direct vehicle and pedestrian traffic for events (parades, fairs, sporting events, general congestion etc.)
• Respond to parking complaints and enforce parking regulations
• Provide escort service when appropriate
• Maintain crowd control at fire scenes, parades, fairs, riots, and other public disorders
• Provide first line response to fire or similar disasters to protect the public and facilitate disaster relief efforts
• Walk through businesses and neighborhoods to be visible and help prevent crime
• Meet with citizens and/or groups to resolve or reduce community crime and safety issues
• Work in junior and senior high schools as liaison officers
• Train and supervise new officers
• Provide crime prevention training/seminars to businesses, schools, and neighborhood groups
• Conduct investigations under the direction of the Narcotic and Detective Divisions
• Interact with other law enforcement agencies, criminal justice system agencies and social/community agencies

Minimum Qualifications
EDUCATION AND EXPERIENCE
To be eligible to apply for the position of police officer, applicants must meet one of the following requirements:
• Have an "active" license in the State of Minnesota, meaning that applicant has met the State of Minnesota Peace Officer Standards and Training (POST) Board approved requirements for obtaining and maintaining a valid license; or
• Have an "inactive" license in the State of Minnesota, meaning that applicant has previously held an "active" license and is eligible to reactivate it in this State; or
• Have successfully completed the State of Minnesota POST Board approved professional Peace Officer education and skills requirements and passed the "Peace Officer Licensing Examination" by a date designated by the commission each application period; or
• Have completed basic police training or certification requirements in another state with which Minnesota has reciprocity, meaning that an out-of-state applicant has been found to be eligible to take the licensing examination in Minnesota or who has left Minnesota law enforcement prior to licensing and is eligible to take the reciprocity examination. SPECIAL REQUIREMENTS
• Must be free from any physical or emotional/mental conditions which might adversely affect the individual's performance of the duties of police officer.
• Must be a citizen of the United States and possess and be able to maintain a valid Minnesota driver's license or in the case of residency therein, a valid driver's license from a contiguous state; or eligibility to obtain either of the above.STATE REQUIREMENT BEFORE EFFECTIVE DATE OF APPOINTMENT Must be a licensed MN Peace Officer or eligible to be licensed by the State of Minnesota pursuant to MN Statute 626.84-626.885 and 4 Minnesota Code of Agency Rules (MCAR) 13.001-13.020. Eligible to be licensed is defined as having completed the academic and skills training required by Minnesota Statutes.
Additional Special Requirements
Every licensed peace officer is required by 4 Minnesota Code of Agency Rules (MCAR) 13.008 to complete forty-eight (48) hours of Minnesota P.O.S.T. Board approved education during each three-year licensing period.
THIS POSITION IS COVERED UNDER THE RESPIRATORY PROTECTION PROGRAM
Employees currently in the position or individuals hired for this position must be able to meet medical qualifications for the use of a respirator.

• Climbing of stairs is often required as well as movements such as balancing, stooping, kneeling, crouching, crawling, twisting, bending, reaching, handling, fingering and feeling.
• Repetitive movements of both the hands and feet are often required.
• Excellent sensory skills are important (sight, hearing and speech) as well as the ability to operate a motor vehicle.
• Majority of the work is performed outside with exposure to dust, fumes, noise, heat, cold, heights, glare, body fluids and physical confrontations. VACATION: An employee begins to accrue vacation from the first day of regular employment but is not eligible to take vacation until after six (6) months of employment. Accumulated vacation will appear on your pay advice.
SICK LEAVE: Employees shall be granted eight (8) hours of sick leave for each calendar month of employment or major fraction thereof. Unused sick leave shall accrue with no maximum accumulation limit.
MN POST LICENSE: The City shall pay the cost of MN POST license renewal fees.
UNIFORMS/ACCESSORIES: These shall be provided to employees as listed in the contract.
HEALTH INSURANCE: Health insurance for the employee only is $43.08 per month or $21.54 per pay period. Dependent medical coverage is $228.04 per month or $114.02 per pay period.
DENTAL INSURANCE: Dental insurance for the employee is provided at no cost to the employee. Dependent dental coverage is $9.08 per month or $4.54 per pay period.
FLEXIBLE BENEFITS: Under Section 125 of the Internal Revenue Code, employees who enroll in a flexible benefits plan are allowed to use before-tax dollars for employer-provided group health and dental premiums, out-of-pocket medical/dental expenses and dependent care. Using flex benefits helps you have the benefits you need, increase your spendable income and lower your taxes.
SUPPLEMENTAL LIFE INSURANCE: Employees may purchase supplemental life insurance for themselves, their spouse and dependent children. This coverage would be in addition to the City-provided life insurance.
LONG TERM DISABILITY: Employees may purchase long-term disability benefits to continue their compensation due to injury, sickness or pregnancy. Benefits begin on the fourth month of a disability. Coverage can be elected between $500 and $5,000 per month or up to 60% of the employee's monthly income.

DEFERRED COMPENSATION: The International City Management Association and Great West deferred compensation plans are available to employees on a voluntary basis. The deferred compensation plan allows you to arrange for a portion of your salary (through payroll deduction) to be paid to you at retirement age. The chief advantage is a tax savings. Income taxes are not paid on the amount placed into the plan because you do not receive the money. Taxes are paid on the money you receive after retirement. Retired persons are usually in a lower tax bracket, thus the tax savings.
UNITED WAY: If interested in contributing to the United Way through payroll deduction, contact the Human Resources Department.
PAYDAYS: Payroll is processed bi-weekly. Standard hours for full-time employees are eighty (80) hours per pay period. Earnings are deposited every other Friday.
