Develop complex contracts, works assignments and amendments and ensure compliance with County requirements. Collaborate with Office of the County Attorney, departmental staff and vendor, as necessary throughout contract development. Review solicitations and contracts drafted by Procurement & Contracts specialists to ensure compliance with adopted templates. Provide guidance to internal and departmental staff regarding contracts, amendments, eGenda processing, OnBase and vendor questions and issues. Assist in the development, maintenance, and facilitation of ongoing procurement and contract training programs for internal and external customers. Work is performed under the supervision of the Senior Procurement & Contracts Specialist, Procurement & Contract Strategy & Compliance.
Job Description
Contract Development & Review
Develop complex amendments and contracts, inclusive of technology, professional services and high-dollar, high-profile items to comply with County specifications and internal requirements.
Develop complex work assignments and amendments to work assignments for construction and professional services (engineering, construction management, etc.) agreements.
Analyze and interpret legal terms and conditions within vendor provided contracts and determine potential risk or compliance issues.
Collaborate with the Office of the County Attorney, Risk Management, departmental staff, and vendors in the development of contracts and scopes of work.
Participate in contract negotiations between the County and vendor.
Review and interpret Florida Statutes, county codes and ordinances.
Develop certain non-procurement contracts and amendments.
Contract Support
Review solicitation and contract documents drafted by Procurement & Contracts Specialists to ensure compliance with adopted templates.
Provides guidance to Procurement & Contracts Specialists, departmental staff and vendors regarding contracts, amendments, eGenda processing, OnBase and vendor questions and issues.
Assist in maintaining the County’s OnBase database for contracts and contract-related documents.
Performs random audits of contracts to ensure compliance with adopted policies and procedures.
Training and Education
Assists in the development, maintenance, and facilitation of ongoing procurement and contract training programs for internal and external customers.
Participates in the continuous improvement of contract systems, processes and procedures.
Assists in the development and distribution of training tools for OnBase (and other contract systems).
Strategic Sourcing & Planning
Collects and analyzes statistical data to measure the efficiency and effectiveness of procurement processes.
Contributes to the continuous improvement of procurement systems, processes and procedures which includes storm related functions.
Work Hours: Monday – Friday, 8:00 a.m. – 5:00 p.m.
About You
Minimum Qualifications:
A Bachelor's Degree from an accredited college or university in Accounting, Finance, Public/Business Administration, or related field AND two (2) years of experience in public and/or private sector procurement
• OR - An Associate's Degree from an accredited college or university in related field AND four (4) years of experience in public or private sector procurement
• OR - Progressively responsible professional experience which provides the requisite knowledge, skills and abilities for this job may be substituted on a year-for-year basis for the required degree.
Preferred Qualifications
Three (3) years public and/or private contract experience.
CPPB or the ability to obtain CPPB within three (3) years.
Job Competencies: Knowledge of local, state and federal public procurement methodologies. Ability to think and communicate strategically and analytically, both orally and in writing. Ability to collect, organize and evaluate data to develop logical conclusions. Ability to lead and facilitate meetings.
About Everything Else
Pay: $50,523.20 - $59,228.00

NIGP-CPP (Certified Procurement Professional)
