About Our Job
This is a lead worker position ensuring compliance of County regulations and ordinances as well as overseeing other compliance maintenance inspectors in day-to-day right of way contract work. The primary job functions are inspections of contractual maintenance services, including but not limited to street sweeping/ roadside mowing to validate and document that contractor services are following the performance standards as established in these contracts.
Job Description
Inspects work performed by vendors for quality and completeness based on schedules and performance standards of the contract. Enforces the residential mowing ordinance established by Board of County Commissioners.
Prepares and maintains inspection documentation for daily work activities.
Investigates, researches, enforces and processes complaints regarding the above ordinances and codes.
Maintains complaint records and inputs data into the computer tracking system.
Compiles case information for public records request.
Documents and reports vendor performance utilizing a work management system and advises vendor of deficiencies in quality of work with recommendations for corrective actions.
Assists with verification that invoice payment requests match work that has been completed in a billing cycle.
Monitors safety requirements; makes recommendations for corrective actions.
Develops and maintains excellent working relationships with vendors and internal/external customers.
Prepares and presents cases for hearing before the Special Magistrate.
Meets with customers and contractors to clarify and resolve work related challenges and request.
Conducts contract mowing invoice reconciliation.
Assist with preparing contract Field Change Agreements.
Assist contracts and internal staff with DataSplice issues.
Attends and participates in weekly/bi-weekly progress meetings with vendors.
Team participation in developing contract documents and maintenance of accurate asset inventories.
Provides input and feedback on contract development initiatives.
Provides assistance in maintaining accurate asset inventory and mapping databases.
Provides research and reporting activities for clarity, quality, and thoroughness for limits of work operations.
Miscellaneous Duties May Include The Following
Perform a variety of grounds maintenance tasks.
Assist with field asset data collection initiatives.
Attend public meetings.
Team participation in process improvement initiatives.
Provide inspection backup support during the absence of co-workers.
Participates in emergency recovery events.
Work Hours: 7:00 a.m. to 3:30 p.m. Monday through Friday.
About You
Minimum Qualifications: A High School Diploma or its equivalent AND four (4) years of experience in conducting contract performance maintenance inspections in the field of construction, field operations, infrastructure/asset management or other job-related fields. Possession of a valid Florida Driver's License. College or university level training in an appropriate field may be substituted on a year-for-year basis for the required utility construction experience.
Preferred Qualifications: Florida Association of Code Enforcement Certification (FACE) preferred.
Job Competencies
Basic knowledge of the principles and practices of construction/maintenance of field type assets.
Knowledge of tools and materials, and machinery used in the trade.
Ability to prepare records and reports, and effectively communicate verbally and in writing.
Ability to interact with public in a tactful and courteous manner and establish and maintain both internal and external relationships. Good math skills including ability to use ratios, percentages, and fractions.
Basic to intermediate technology skills including word processing, Internet searches, Excel, Work Management (Maximo/Cartagraph), GIS, email communication applications, wireless laptop, digital photography and downloading knowledge.
Knowledge of safe field operations procedures.
Familiar with the Manual for Uniform Traffic Control Devices (MUTCD), the Florida Department of Transportation (FDOT) Design Standards, and compliance references for the American with Disabilities Act (ADA).
Physical Demands: Must occasionally lift and/or move up to 50 pounds.
Subject to Passing Substance Screening: This position is subject to passing a pre-employment substance screening. An applicant who fails to pass a required drug screening test shall be disqualified from employment in any class for a period of five (5) years.
