General Statement of Duties
Plans, organizes, and supervises support operations; performs a variety of technical tasks relative to daily activities of the Engineering Division; provides and/or oversees administrative staff assistance to management, the City Engineer, and program staff.
Examples of Duties Performed - Duties may include but are not limited to the following
Develops, recommends, and implements goals and objectives for support operations; establishes schedules and methods for program and staff support activities; develops and coordinates work plan for support activities; documents and implements policies and procedures.
Plans, prioritizes, assigns, supervises, and reviews the work of staff involved in program or clerical support activities.
Evaluates assigned operations and activities; recommends and implements improvements and modifications; prepares a variety of reports on operations and activities.
Supervises payroll, benefits, and personnel management activities of the Division, department, or section including the preparation of payroll, providing benefits information, preparing personnel action forms (PAFs), and related support activities.
Responsible for the selection, supervision, and evaluation of assigned staff; assigns work and ensures appropriate training is provided; investigates complaints; recommends and administers disciplinary actions; handles sensitive personnel matters; recommends grievance responses; exercises full supervision over employees.
Ensures Division implementation of, and adherence to, the City's Affirmative Action and Diversity Work Plans; coordinates the implementation of effective processes and models to produce Division-wide diversity initiatives; facilitates staff development on such issues as diversity and creating a respectful working environment.
May develop and administer budget for the Division, department, or section; monitors and controls expenditures; may submit justifications for staffing, equipment, materials, and supplies; may calculate fee structures; approves petty cash expenditures; monitors and reconciles petty cash fund.
Trains users on manual and automated systems used in work area.
Develops personal services contracts, intergovernmental agreements, and price agreements; assists with Requests for Proposals (RFP's) and Requests for Qualifications (RFQ's) within the Division; oversees contract administration for all personal services contracts for the Engineering Division.
Responsible for centralized records management; may be responsible for electronic data storage and data base integrity.
Provides and/or oversees administrative assistance to management staff such as preparing letters, memos, and reports; may create and revise office forms and brochures.
Answers questions and provides information to City employees and the public over the telephone and in person; investigates service complaints and recommends corrective action.
May process assessments and legal notifications.
Oversees maintenance of records and files such as project documents, contracts, grants, and employee actions.
Oversees administrative assistance to the City Engineer including records management, scheduling of meetings, review of correspondence and messages, and preparing council packets.
Attends and serves on a variety of City committees and task teams; participates in department and Division staff meetings.
Supports and respects diversity in the workplace.
Performs other related duties as assigned.
Qualifications
Knowledge of:
Modern office procedures, methods, and computer equipment.
Principles and practices of supervision, training, and performance evaluation.
Budgeting procedures and techniques.
Business letter writing and report preparation.
Principles and procedures of record keeping.
English usage, spelling, grammar, and punctuation.
Ability To
Plan, organize, and supervise a comprehensive administrative support program for the Division, department, or section.
Supervise, train, and evaluate assigned staff.
Evaluate problems, identify solutions, project outcome, and implement recommendations.
Learn City and departmental policies and procedures.
Prepare and administer a budget.
Perform mathematical computations quickly and accurately.
Maintain accurate financial records; prepare reports.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain cooperative working relationships with those contacted in the course of work.
MINIMUM REQUIREMENTSEducation
High school diploma or GED supplemented by specialized administrative office management training.
Experience
Three years of increasingly responsible office, administrative, and clerical experience including at least one year of lead worker responsibilities.
Other combinations of experience and education that meet the minimum requirements may be substituted.
License or Certificate
A valid Oregon driver’s license or, the ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).
Supplemental Information
In addition to the salary listed above, upon eligibility, the City will contribute the employee contribution of 6% and the employer contribution to a retirement program administered by the Oregon Public Employees' Retirement System (PERS). Additionally, for non-represented employees who defer a minimum of 3% of their base salary into the City’s deferred compensation plan, the City will reimburse them 2% of their salary through a Deferred Compensation Benefit added to salary.

In addition, background investigations and records checks may be required. The normal starting salary is the first step shown on the posting. Other placement in the salary range may be considered depending on qualifications and experience. Periodic advancement through the salary range is dependent upon merit.
