INFORMATION & TECHNOLOGY MANAGER
The Information & Technology services team delivers voting technology support to our customers, the approximately three million citizens of Orange County, California. The second largest jurisdiction in California, this dynamic area encompasses a multiethnic population. We deliver election services in five languages.
The Information & Technology Manager oversees the design and maintenance of a large voter database, including data entry and file maintenance as well as technical services support for the database, all office systems and mapping systems. The IT manager is also responsible for the ongoing operation and statutory compliance of the Registrar of Voters website at http://www.ocvote.com/. This position is responsible for developing a long-range IT plan integrated with the agency strategic plan and the County IT strategic plan.
Our data management systems include a large database, interactive voice response system, website, optical scanning system, GIS mapping system, web-based mapping applications, LAN/WAN and electronic voting hardware and software. There are dynamic interfaces among the various components of the systems.
This position supervises an IT Services Manager, three Systems Programmer/Analysts, a Data Entry staff of six, a Warehouse Manager and two warehouse workers.
The Registrar of Voters implements a philosophy of servant leadership, directed at maximizing the participation of our work teams. We point with pride at a record of continued success, including the successful implementation in 2003 of the Hart Intercivic Direct Record Electronic Voting System in compliance with the Help America Vote Act, further implementation of a Voter Verifiable Paper Audit Trail and various technological innovations that have enabled campaigns and voters to track the progress of Absentee Ballot returns, Poll Site ballot returns and Processing of Provisional ballots from polling places.
We are seeking an experienced Elections IT Manager, a change agent who welcomes and generates new ideas, utilizing excellent written and verbal communication skills. Although not required, a related degree is preferred and may be substituted for one year of experience. Five to seven years of elections IT experience in a comparably sized jurisdiction is required. Examples Of Specific Responsibilities
Oversees system planning, development & maintenance (Windows 200 server, 150 user LAN/WAN; relational database, IVR, Optical Scan system and data processing operations.
Ensures internal and external systems integration and security.
Manages projects and people for results.
Designs and implements processes to monitor database accuracy.
Utilizes an up-to-date knowledge of Federal and State elections law to continually upgrade functional capacity compliant with statutory and regulatory requirements.
