Management Analysts in the City of Carlsbad perform a wide variety of professional, technical, analytical and administrative work. The primary focus of these positions is to meet the City’s increasing needs by providing additional support in budget analysis and preparation and special projects. This position will work in a generalist capacity.
The ideal candidate will possess a Bachelor’s Degree in Public Administration or a related field, and three or more years of experience in budgeting or contract administration.

Examples of Duties / Knowledge & Skills
• Analysis, forecasting and preparation of department budgets.
• Development and analysis of department performance.
• Research and requests for grants.
• Plan and perform various special projects.
• Short and long term contract administration.
• Preparation of agenda bills.
• Interface and or present to City Council and Parks and Recreation Commission.
Minimum Qualifications & Requirements
The department will consider hiring at the Associate or Analyst level dependent on education and experience. Descriptions of the classification series are available on the City of Carlsbad website.
Knowledge of: Principles of organization, administration, budget and personnel management. Methods and techniques of research, statistical analysis and report presentation. Federal, state, local laws and regulations affecting department administration and management.
Ability to: Communicate clearly and concisely, orally and in writing. Properly interpret and make decisions in accordance with laws, regulations and policies. Work cooperatively with management staff, employees and others. Exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs. Utilize software applications, such as word processing, spreadsheet, database management, and graphics presentation as required by the duties of the job. Work well under pressure to meet deadlines.
Experience and Education: -The equivalent of a Bachelor’s degree from an accredited college or university with major work in public administration or related field, plus a minimum of three years of related experience.
• A master’s degree is highly desirable and may be substituted for one year of experience. Current opportunity is in the Recreation Department ; however, those deemed qualified will be referred for other management analyst vacancies for the next year.
