Typical Duties
Supervise, plan and coordinate operations for Federal, State, County, local and special district elections; determine priorities, plan assignments, review quality and quantity of work performed; research, interpret and implement State Election, Government, Public Administrative, Education and other related election codes; analyze impact of new laws and amendments and revise procedures accordingly; read state and federal bulletins on proposed law changes; supervise the maintenance of precinct records, maps and other election records; analyze voter registration, establish or revise voting precincts; assist in conducting election officer instruction classes; direct issuance, acceptance and certification of petitions and related papers filed for public office candidates; direct the assembly and mailing of official sample ballots; direct the ordering of election supplies, assignment of voting machines and coordination of their delivery to inspectors prior to each election; certify election returns; respond to inquiries on election and registration procedures; prepare periodic reports to the Secretary of State; assist with preparation of the division budget and maintain expenditure records; speak to schools, public groups and at various meetings; assist with job interviews, make hiring recommendations and prepare employee performance evaluations; make proposals to and confer with the Auditor-Controller on departmental policies and procedures; perform related duties as assigned.
Minimum Qualifications

A typical way to obtain the knowledge, skills, and abilities would be equivalent to completion of the twelfth grade and four years of responsible clerical work including two years of working in an administrative, management, or supervisory capacity with regulatory functions. Two years of supervisory or lead work experience highly desirable.
Knowledge of - The California Codes; principles of supervision and training; office practices, including filing, record keeping and control systems; basic math sufficient to compute percentages; principles of budgetary control; personnel policies and procedures; computer capabilities.
Skill/Ability to - Establish priorities, schedule workloads, and adjust to pressure of meeting deadlines; read, interpret and implement State codes; speak in public, including planning and preparing material; coordinate clerical activities; accurately and rapidly proofread printed materials; use patience, tact and courtesy in dealing with the public and other employees under a variety of circumstances; collect and analyze information, draw valid conclusions and formulate recommendations; establish and maintain cooperative working relationships with other departments, agencies and the general public; write technical reports and news releases.
Additional Information
Candidates selected will be required to pass a pre-employment drug and alcohol screening. For some classifications, a physical exam will be conducted to ensure the applicant's fitness for duty. This process may include a physical ability and/or ergonomic assessment. Additionally, a background investigation may also be conducted.

Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision, life and long-term disability). This benefit is pro-rated and paid on a pay period basis (24 pay periods).
Health Insurance: A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP) .
Retirement : The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.
Paid Holiday Leave : 12 set days and 1 personal holiday.
Vacation Accrual
2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.
FLSA exempt employees accrue an additional 5 days of vacation per year.
Sick Leave Accrual : 12 days per year with unlimited accumulation, 48 hours of which may be used toward family sick leave. Sick leave buy back after 3 years of service.
Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company .
Long Term Disability Insurance: A Long Term Disability plan is provided. This provides financial protection for you by paying a portion of your income while you are disabled.
Employees are covered by State Disability Insurance. The premium is paid by the employee.
Deferred Compensation : A voluntary deferred compensation plan is available.
