The Opportunity
The County of Orange Resources & Development Management Department (RDMD) has an excellent promotional (Administrative Manager III) opportunity available. The incumbent in this position will report directly to the Director of Public Works, and will work closely with the Director on a daily basis in order to ensure continuity of the Director’s assignment.
The Ideal Candidate Will Be
A seasoned engineer with significant experience in directing interjurisdictional and cooperative projects and programs for the design, construction, operation and maintenance of major transportation, flood control or related public works projects serving metropolitan areas. This individual must have strong leadership, problem solving and communication skills. The successful candidate will be a talented negotiator; responsive to multiple priorities within a changing environment; able to lobby effectively for Federal funding and work collaboratively with a broad range of officials, State developers and organizations. Knowledge of and experience working with NEPA, CEQA and NPDES programs is desirable.
Responsibilities for the Assistant Director of Public Works will include:
• Representing the County and the Board of Supervisors in professional and technical meetings with Federal, State, local officials and related stakeholders to bring County sponsored projects to completion.
• Engaging in lobbying efforts with Federal and State legislators and officials to obtain funding for County projects.
• Making presentations to the Board of Supervisors on complex and sensitive issues.
• Coordinating Public Works activities with other environmental management entities and other County departments; and interpreting County Public Works policy to the public and others.
• Evaluating the operations of all Public Works divisions to ensure efficiency, proper morale, employee discipline, and the suitable condition of County facilities and equipment.
• Conferring with subordinate managers to define objectives; establish priorities, schedules, policies and general procedures; to check progress on all projects; and to ensure conformance to engineering and environmental standards.
• Assisting the Director of RDMD in directing phases of the operations of the department; confers frequently with the Director in implementing the goals and policies of the department.
• Assumes the duties of the Director in his/her absence.
Minimum Qualifications
Education – A Bachelor’s degree in engineering, public or business administration or related field is required.
Highly Desirable Qualifications
Registration – Possession of a valid Certificate of Registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers and Land Surveyors is desirable.

Compensation
Your salary will commensurate with your experience and/or background.
